Description
This Voluntary Ex-Ante Transparency (VEAT) notice relates to the upgrade of an existing Real Time Digital Simulator (RTDS) at the University of Strathclyde Power Network Development Centre (PNDC). The contract duration is estimated to be for an initial 15-month period inclusive of lead time and 12 month warranty after delivery and commissioning.
Total Quantity or Scope
The University intends to award this contract under the conditions of regulation 33.4.b of the Public Contracts (Scotland) regulations. This Contract will include an upgrade of an existing system already on site, the upgrade will include but not be limited to; - Part exchange of RTDS old processor cards (x22 PB5) with newer version. - Part exchange of RTDS old communication interface cards (x2 GTNET, x6 GTWIF) with newer version. - Addition of new high-speed 2x GTFPGA interface. - PNDC retains analogue and digital I/O cards, GTSYNC time synchronisation cards and global bus hub for processor coordination.

Renewal Options
The Contracting Authority reserves the right to request additional deliveries by the Successful Tenderer, either intended as partial replacement of supplies or installations or as extensions of existing supplies and installations. The Contracting Authority may at it's sole discretion exercise this option.

Legal Justification
This purchase is an upgrade to an existng Real-Time Digital Simulator (RTDS) at the PNDC. This upgrade is required to enhance the functonality of the RTDS to support the growing pipeline of projects that make use of the simulator. The main reasons why an upgrade of existing equipment is required is stated below: 1. This is an upgrade of existing capability, meaning that a supply of equipment from a different manufacturer is not compatible. 2. RTDS models created over an extended period of time by University staff and students are compatible with the upgraded hardware. Procuring a simulator from a different supplier means that these models will be obsolete and new models need to be created which requires significant effort and investment. 3. The university have developed interfaces between the RTDS and external test equipment. Procuring a simulator from a different supplier would require redevelopment of these interfaces. 4. Significant savings are achieved through part exchange of the existing hardware. As such, therefore it has been determined that the appropriate route to market for this requirement is the use of the negotiated procedure without prior publication in accordance with The Public Contracts (Scotland) Regulations 2015, Regulation 33, (4) A contracting authority may award a public supply contract following negotiated procedure without prior publication in any of the following cases, (b) for additional deliveries by the original supplier which are intended either as a partial replacement of supplies or installations or as the extension of existing supplies or installations where a change of supplier would oblige the contracting authority to acquire supplies having different technical characteristics which would result in incompatibility or disproportionate technical difficulties in operation and maintenance;
