Description
The Department for Economy (DfE) Audit Authority in Northern Ireland is seeking to establish a Framework Agreement of appropriately skilled Service Providers through the Open Competition process, to assist in the completion of Article 127 audits of operations on projects part funded by: the 2014-2020 European Structural Investment Funds (ESI Funds) ie the European Social Fund (ESF) and the European Regional Development Fund (ERDF).
Renewal Options
It is anticipated that this Framework Agreement will commence on 1 April 2022. The Framework Agreement will be valid for 2 years with an option to extend up to 24 months. It should be noted that while contracts awarded under the scope of the Framework Agreement must be awarded before the end of the term of the Framework Agreement, the duration of the individual contracts do not need to coincide with the duration of the Framework Agreement (i.e. individual contracts can extend beyond the life of the Framework or may expire before the end of the Framework Agreement).

The successful contractor’s performance of contractors on the Framework Agreement will be regularly monitored. Contractors not delivering on contract requirements. is a serious matter. It means the public purse is not getting what it is paying for. If a contractor fails to reach satisfactory levels of contract / framework agreement performance they will be given a specified time to improve. If, after the specified time, they still fail to reach satisfactory levels of contract. performance, the matter will be escalated to senior management in CPD for further action. If this occurs and their performance still does. not improve to satisfactory levels within the specified period, it may be regarded as an act of grave professional misconduct and they. may be issued with a Notice of Unsatisfactory Performance and the their place on the framework agreement / the contract may be terminated. The issue of a Notice of unsatisfactory Performance will result in the contractor being excluded from all procurement competitions being undertaken by Centres of Procurement Expertise on behalf of bodies covered by the Northern Ireland. Procurement Policy for a period of twelve months from the date of issue of. the Notice.
