Description

The London Borough of Merton (“the Council”) invited tenders, from those suppliers shortlisted in the initial Supplier Selection stage, to provide reactive and planned preventative building maintenance services to the council’s properties within its operational buildings portfolio. The prime aim of the contracts is to facilitate the safe and uninterrupted provision of services being delivered from the full range of properties. It is essential that the buildings remain safe, dry, and functional. The successful contractors must work in collaboration with officers to ensure that buildings remain in operational condition, plant and materials are serviced and maintained to ensure legal compliance, efficiency and reliability and where failures arise they are repaired in a diligent fashion with minimal disruption to the building user.

Lot Division

1 Fabric Services

The contractor shall provide reactive maintenance services for building fabric for the London Borough of Merton. Typical buildings include offices, day centres, libraries, children’s centres, and youth centres. Note the Council is not a housing authority, and few residential dwellings are included within the Services. The full range of Services are also to be offered to state schools within the borough on a call off basis. Services include roofing, internal and external walls and doors, windows, stairs, external surfaces such as tarpaving, plumbing and drainage etc. Planned preventative maintenance services for drainage, gutters and fire doors.

2 M&E Services

The contractor shall provide reactive and planned preventative maintenance of building related mechanical and electrical (M&E) services for the London Borough of Merton. Typical buildings include offices, day centres, libraries, children’s centres, and youth centres. Note the Council is not a housing authority, and few residential dwellings are included within the Services. The full range of Services are also to be offered to state schools within the borough on a call off basis. Services include gas boilers and hot water heaters, LPHW heating systems, domestic services, AHUs and ventilation, LV power and lighting etc.

3 Air Conditioning Services

The contractor shall provide reactive and planned preventative maintenance servicing of air conditioning systems. Typical buildings include offices, day centres, libraries, children’s centres, and youth centres. Note the Council is not a housing authority, and few residential dwellings are included within the Services. The full range of Services are also to be offered to state schools within the borough on a call off basis. Services are mainly single and multi-split units and a small amount of VRV. There is presently no central chiller plant.

4 Legionella Services

The contractor shall provide legionella risk assessments and plans of work, weekly flushing and monthly temperature control regimes, cold water tank inspections, TMV servicing etc. Typical buildings include offices, day centres, libraries, children’s centres, and youth centres. Note the Council is not a housing authority, and few residential dwellings are included within the Services. The full range of Services are also to be offered to state schools within the borough on a call off basis.

5 Fire Services (alarms and extinguishers)

The contractor shall provide reactive and planned preventative maintenance of fire alarms and fire extinguishers. Typical buildings include offices, day centres, libraries, children’s centres, and youth centres. Note the Council is not a housing authority, and few residential dwellings are included within the Services. The full range of Services are also to be offered to state schools within the borough on a call off basis.

6 Data Centre

The contractor shall provide reactive and planned preventative maintenance of the data centre and comms rooms at the Civic Centre, including environmental monitoring, air conditioning, UPS, electrical services, fire alarms and fire extinguishing systems etc.
