Hertfordshire County Council (the "Council") is carrying out Pre-Procurement Market Engagement for the aforementioned.The Council will consider the feedback received to help inform the Council’s options and further decision making. For the avoidance of doubt, this stage of the project is not part of a formal procurement process and the Council is not committing, at this stage, to carrying out such a process. Participation or non-participation in the PPME shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the PPME shall place any supplier at an advantage in a potential procurement process. Participation in the PPME will be at each organisation’s own cost. No expense in responding to this PPME will be reimbursed by the Council.

Please refer to the PPME documentation contained at www.supplyhertfordshire.uk for full details in relation to this exercise.Hertfordshire County Council (the ‘Council’) is carrying out Pre-Procurement Market Engagement (‘PPME’) in relation to a Countywide Complex Needs Service.The Council wants to recommission a countywide outreach service for people with complex needs who are facing chronic exclusion and are at risk of homelessness. The service will identify and engage with individuals with the greatest need of support. Following assessment, the service will guide and support those individuals in finding and using the right services in the community in which they live. In order to support the complex needs cohort, the service will be expected to work with individuals with one or more of the following types of needs:• Substance and alcohol misuse, • mental health issues• homelessness• offending history• physical ill health• learning disability• physical disability• domestic abuseThe service will deliver a strengths-based and enabling approach to support. Working alongside the individual and/ or Carer to help them to identify what their priorities are, focussing on what people want out of life and how they can be supported to live a full, active and independent life.
