Description
Service Objectives: • A key worker approach, providing a single point of contact for high-risk victims • Short term safety and support interventions to high-risk victims of domestic violence and abuse (aged 16 and over) to reduce risk and maintain safety • Advocacy and co-ordination of risk management with statutory authorities including police and other relevant agencies • Holistic advice, advocacy, and support with the aim of increasing the ability of the service user to live safely in the community • Information, support, referral and signposting to enable service users to access a range of services and engage proactively in multi-agency work, increasing support networks and opportunities • Support to existing services such as safe accommodation, housing providers, money advice etc. to increase safety for service users and children • Signposting and participation in multi-agency work to enable support for associated children and perpetrators The service will be flexible to ensure sustainability and development in line with possible budget changes throughout the contract term. The IDVA Service received almost 2,000 referrals in 2020-21, over 1250 clients accepted some form of support. The level of service provision to clients would therefore need to be flexed in line with any budget changes.
Total Quantity or Scope
This Single Provider Framework Agreement is being procured subject to the ‘Light Touch Regime’ as set out in regulations 74-77 of the Public Contracts Regulations 2015 it is not subject to the full obligations of the procurement regulations but are nonetheless subject to the general obligations of transparency, equal treatment and non-discrimination using the ‘Open’ procedure. Full service requirements are detailed in the Service Specifications that are included in the tender pack. The confirmed budget is £100k per annum for this framework agreement with the potential funding from various sources to the maximum amount of £630k per annum although this is not guaranteed.
