Description

Leicester City Council (‘the ‘Authority’) invites Tenders from suitably qualified and experienced organisations for the provision of the Mental Health Wellbeing & Recovery Support Service (MHWRSS) to be commissioned by Leicester City Council for itself and its health and social care partners within Leicester, Leicestershire and Rutland: • Leicestershire County Council • Rutland County Council • Leicester City NHS Clinical Commissioning Group • West Leicestershire NHS Clinical Commissioning Group • East Leicestershire & Rutland NHS Clinical Commissioning Group Leicester City Council shall be undertaking the procurement on behalf of its partners under formal partnership and joint working agreements with the above-named organisations. The LLR local authorities shall manage their own separate contracts with the successful provider(s). The listed partners are seeking innovative community based services in Leicester, Leicestershire and Rutland to help individuals with mental health needs to build resilience, stay well and live full lives. Provider(s) will use a range of methods (individual, face-to-face, online and groups) to deliver advice and assist individuals to access community based mental health services and wrap around services such as welfare rights, housing, employment and volunteering opportunities. Using flexible, responsive and short term packages of support, provider(s) shall help individuals meet their personal outcomes to transition to independent living in the community. The services will need to closely align with Integrated Neighbourhood Teams (INT’s) and the wider local mental health and social care system by developing effective working relationships and pathways into existing services and contributing to Multi-Disciplinary Team (MDT) meetings and solutions for individuals accessing support. The services have been divided into geographical Lots and tenderers are invited to bid for all or any of the following Lots: Lots Area Lot 1 Leicester City Lot 2 NW Leicestershire and Hinckley & Bosworth Lot 3 Melton and Charnwood Lot 4 Blaby, Oadby & Wigston and Market Harborough Lot 5 Rutland The proposed Contract will be for an initial period of 3 years to commence on 3rd October 2022, with an option to extend, subject to satisfactory performance outcomes and agreement by the Authority, for a maximum of two years up to 30th September 2027, taking the contract term to a maximum of 5 years. The proposed service is based on current and known funding allocations. These could alter through the life of the contract in light of changes in future local and central government funding. The contract value assigned to this service is £1,064,021 (exclusive of VAT) per annum across Leicester, Leicestershire and Rutland £5,320,105 (exclusive of VAT) for the full contract period (If VAT is applicable, then the contract value inclusive of VAT will be £1,276,825 p.a. or £6,384,126 for the full 5 years).
