Description

The Notting Dale Heat Network (the “Heat Network” / “Project”) is to be delivered and operated by a SPV wholly owned by the Council. It is the Council’s ambition that it will be the most reliable and proactively maintained heat network in the UK. The initial phase of the Project is to serve the Lancaster West Estate (LWE) for which the intended heat users include around 800 residential units (currently subject to a major refurbishment programme being led by the Council), a school, a large Council-owned leisure centre and business units for SMEs (Baseline Studios). The Project is anticipated to expand through future phases, which are currently being assessed. In respect to the initial phase, sources of necessary funding have been identified including award of a £1.116m HNIP capital grant. The scheme is currently at Commercialisation Stage and is intended to reach Final Investment Decision (FID) in December 2022, when firm prices for the D&B works will need to have been procured. Construction is due to start at the end of March 2023, with heat supply commencing in mid-2024, and the last heat network connections being made at the end of 2029. In summary, the D&B works for the initial phase will comprise: 1. A plant room to be constructed (to comply with a planning permission being sought by the Council prior to contract award), including installation of a large air source heat pump/s (ASHP/s). 2. An energy centre to be constructed (to comply with a planning permission being sought by the Council prior to contract award), including installation of thermal stores, an electric boiler and control equipment. 3. Reconfiguration of an existing plant room to allow gas boilers to act as the back-up heat source. 4. A primary distribution network of around 1,200 metres to be constructed to connect the above energy centre and plant rooms, and to supply heat to a substation / HIU connection point at each residential block (total of around 20 connection points), the school, the leisure centre and Baseline Studios. This primary distribution network is to be laid mainly in paved areas, all within Council-ownership, with the exception of a (minor) road crossing for which highway authority permission is being sought by the Council prior to contract award. 5. Provision of a smart control system with use of remote sensors and smart error reporting to ensure resilience.

Please note this is purely an opportunity to potentially shape the requirements and participation in this consultation. Registration of interest will not give any advantage in this procurement opportunity. We will consult with interested suppliers to obtain views and comments on the planned route to market. Your responses will help to inform the procurement although we cannot guarantee that all views expressed will be taken into account. The market engagement event is expected to take place on 3rd March 2022. It is intended to issue a F02 Contract Notice on the UK Find a Tender Service by 15 March 2022, and suppliers are advised to monitor regularly to see the opportunity when it is published.
