This is not a joint procurement it is operated by BSO PaLS on behalf of the Belfast Health and Social Care Trust. Social care services such as the provision of Primary Care Talking Therapies are classified under the Public Contracts Regulations 2015 as social and other specific services and fall within those services listed in Schedule 3 to the Public Contracts Regulations 2015. This tender is therefore subject to the provisions of Section 7 of the Public Contracts Regulations 2015 otherwise known as the ‘Light Touch Regime’. As such, new entrants will be allowed to apply to join the Dynamic Framework Agreement (DFA). The DFA will be opened on the frequency outlined in the Tender documents. Providers/applicants seeking admission as a new entrant to the DFA will be required to complete the same process as the original competition to ensure equal treatment and transparency. A new contract notice will be issued inviting interested providers to submit a response should they wish to participate in the DFA. This is the third opening (3833460) of the DFA (Previous opening reference numbers are 3078797 and 3178204). The DFA value in V.2.4) above includes: an initial contract period of 2 years, plus an option to extend the DFA for 36 x 1 month periods (3 years).
