GMCA is seeking a partner to take on responsibility for the provision and maintenance of CCTV and ANPR services. This will initially involve maintenance and support of the existing estate to support immediate policing needs, but the Service Provider would act as a Technical Design Authority (TDA) and lead the development of a roadmap for a new, fit for purpose CCTV & ANPR service (to commence as soon after the contract start date as possible) to meet the current and future operational needs of GMP. The Supplier shall on-board and support the existing estate and, after conducting necessary due diligence, deliver GMP’s CCTV & ANPR vision. The Home Office is currently deploying a new National ANPR Service (NAS) which will replace the end-of-life system currently provided by the National ANPR Data Centre (NADC). The NAS will act as a national collection of otherwise disparate ANPR data to enable improved searching across Force boundaries. It will further integrate ANPR analytic and real-time monitoring functions into the single national service. These new capabilities will enable UK police forces to develop a joined-up approach to service delivery and address crime at a national level, rather than operating in silos. GMP will on-board the NAS service in line with the timetable of the national programme. It is envisaged that the Service Provider will assume responsibility for the support and maintenance of GMP’s NAS capability. GMP will require each tenderer to sign a Non-Disclosure Agreement (NDA) prior to releasing further sensitive and detailed information.
