Description

Health Education and Improvement Wales (HEIW) is undertaking a strategic review of commissioned health professional education and training services across NHS Wales. HEIW commissions both pre-registration and post registration qualifications for both the future and current NHS Wales workforce. Through undertaking the review of education, HEIW has identified a requirement to procure Level 4 Healthcare Support Worker (Nursing) education. Bidders to note that there are restrictions on the amount of sub- lots which may be awarded as set out in the procurement documents.

1 Level 4 Healthcare Support Worker (Nursing) Programmes

This Procurement governs the provision of Healthcare Support Worker Level 4 (Nursing) Programme. The qualification awarded at the end of Programme is a Higher Education Certificate. The appointed Education Provider(s) will be required to work collaboratively with the Employer to ensure Healthcare Support Worker Students working environment can support the achievement of practice outcomes. The Education Provider must have the authorisation to award academic Higher Education Certificate qualifications in relation to the Programmes which are the subject matter of this Procurement. The Education Provider must ensure the Programme maps to Level 4 of a HEIW Commissioned Pre-registration Nursing Programme (inclusive of all fields of nursing) in Wales in order that Healthcare Support Worker Students can enter Level 5 of a HEIW Commissioned Pre-registration Nursing Programme (i.e. Credit Transfer). Lot 1 - Level 4 HCSW (Nursing) Programmes is divided into 5 Sub-lots as set out below :- 1a – North Wales (Betsi Cadwaladr University Health Board & North Powys Teaching Health Board) 1b – Mid Wales (Mid Powys Teaching Health Board and Hywel Dda University Health Board’s Ceredigion Region) 1c – South West Wales (Swansea Bay University Health Board & Hywel Dda University Health Board’s Pembrokeshire and Carmarthenshire regions) 1d – South Wales Central (Cardiff and Vale University Health Board, Cwm Taf Morgannwg University Health Board, Velindre University NHS Trust) 1e – South East Wales (Aneurin Bevan University Health Board, South Powys Teaching Health Board)

** PREVIEW NOTICE, please check Find a Tender for full details. ** The Services to which this Notice relates fall with in Regulations 74 to 76 of the Public Contracts Regulations 2015 (Regulations). Although HEIW may voluntarily adopt certain provisions in the Regulations neither the employment of any particular terminology nor any other indication shall be taken to mean that the contracting authority intends to hold itself bound by any of the Regulations save those applicable to services falling within Regulations 74 to 76. Bidders to note that they will be required to enter into terms and conditions of contract as set out in the tender documents and that save for matters of clarification or consistency, HEIW will not negotiate the terms. As this is a procurement that falls under the LTR, HEIW is proposing to use a procurement procedure which is akin to the open procedure.All tender costs and any liabilities incurred by bidders shall be the sole responsibility of the bidders. HEIW reserves the right to award the Contracts in whole or in part. HEIW reserves the right to pause, halt, abandon and/or annul the tendering process and not to award any or all of the Contracts.The Contracts to which this procurement relates are funded via Welsh Government funding, refer to the draft contract terms and conditions and the ITT for rights reserved to the contracting authority should the said funding cease or reduce. Bidders are to note: (a) the number of student places to be commissioned annually will be conditional upon Welsh Government confirmation; and (b) HEIW reserves the right to vary the range of student commissioning numbers by way of an increase or decrease; and (c) the prices payable under the contract will be subject to review. Please refer to the draft contract terms and conditions and ITT. The proposed contracts are due to take effect on or around 16/01/2023 and provide for a implementation period. Delivery of the services are to commence upon the anticipated Services Commencement Date (that is, on or around 1/08/2023). No contract payments are payable in respect of the implementation period. Whilst bidders are free to submit bids in respect of any number of Lots and/or Sub-lots, in relation to Lot 1 successful bidders will be limited to the award of no more than 3 Sub-Lots, subject to certain reservations as detailed in the ITT.
