This opportunity is for the provision of learning provision to be delivered in accordance with ESFA rules and guidelines, (available from the ESFA via the .gov website - https://www.gov.uk/government/organisations/education-and-skills-funding-agency ) ESFA funds, provide opportunities for investment into : • Campaigning and promoting the benefits of adult skills; and • Delivering systematic and sustained upskilling of adults to:  Support re-engagement into the local labour market,  Increase skills levels amongst working adults,  Maintain community learning amongst older citizens and  Strengthen communities. The Council’s Skills 4 Plymouth strategy sets out an approach to learning and talent development to ensure people have the right skills to enter into and progress in work and employers have the people they need with the right skills for recovery and growth. There are two strategic themes running through the plan; a welcoming city and a Green city. The long-term aims are to build on the city’s potential in its distinctive natural and cultural assets, its businesses, and its people to enable businesses and people to thrive in a changing, data-driven economy that ensures economic benefits are felt by all and supports the city’s carbon neutrality (by 3030). • People have the right skills they need now and in the future to get a job; retaining and maximising Plymouth’s talent • Employers and individuals invest in skills and lifelong learning; matching labour market skills demand with training and education supply • Employers have the right people with the right skills they need for recovery and growth; up-skilling Plymouth’s workforce and those seeking to enter the labour market Plymouth City Council (PCC) holds an annualised budget of c£1.7m from the Education and Skills Funding Agency (ESFA) for delivery of 16-19 education programmes and adult education (AEB). This funding is invested to support delivery of the Skills 4 Plymouth strategy through PCC’s in-house adult education department, OCSW, and contracts with providers of niche provision working to address the needs of specific vulnerable groups and the city’s key economic sectors. Individual organisations, partnerships and consortia are invited to take part in this exercise. PCC encourages submissions from providers who will be able to demonstrate progression into work or nearer to entry to the labour market as a result of the provision that they deliver through this funding. In addition, Providers will need to have knowledge of local labour market conditions, issues faced by residents of Plymouth and how they will apply this fund to support their road towards economic prosperity and wellbeing. The anticipated duration of the contract is for 3 years plus 2 options to extend for up to 12 months each (up to 5 years in total). Contracts will be expected to commence on 1st August 2022. Due to the funding being sourced from ESFA contracts will be annualised and dependent on ongoing allocations from ESFA. The Council has split its requirement into lots: • Lot 1 Learners with Different Native Languages, Refugees, Displaced People • Lot 2 Homeless, Substance Dependents • Lot 3 Victims of Abuse • Lot 4 Construction & Built Environment, Engineering, Logistics, Business Start-up, Manufacturing / Marine • Lot 5 Health, Care, Education and Early Years • Lot 6 Education Programmes for Young People (16-19) The Tenderer may bid for one Lot or can also submit a combination bid covering more than one (or all) Lots, but must also include an individual price for each Lot.

Lot Division

1 Learners with Different Native Languages, Refugees, Displaced People
  • Value: £134K

These services are for the delivery of a contract between Plymouth City Council and the Education and Skills Funding Agency, specifically Adult Skills Budget and Community Learning. Provision or activities under this specification should: • Be targeted at adults who have barriers to engagement in adult education and/or require development of skills, knowledge, behaviours and confidence towards employability. • Focus on adults from the following specific vulnerable groups: o Learners with different native languages o Refugees and displaced people • Provide opportunity in training and learning for other disadvantaged groups, such as: o Carers o Adults from deprived communities o Adults with learning difficulties o Adults with mental health related issues o Ex-offenders o Service and ex-service families o Adults either unemployed, or in low skilled / paid employment Services should be designed to deliver the following: • High quality careers information, education, advice and guidance to support vulnerable and disadvantaged adults in choosing and deciding on their next steps • Ensure learning opportunities are flexible, responsive to local need and help adults overcome barriers that prevent them from successfully engaging or progressing in learning • Provide high quality teaching, learning and specialised support for learners from vulnerable and disadvantaged groups to ensure high levels of participation, attendance, retention, achievement and progression to further learning or employment

2 Homeless, Substance Dependents

6 Education Programmes for Young People (16-19)

These services are for the delivery of a contract funded from Education and Skills Funding Agency through Plymouth City Council, specifically 16-19 study programme provision to young people 16-19, or up to age 25 with an Education, Health and Care Plan (EHCP). Provision or activities under this specification should: • Deliver programmes for young people, in the defined age range, that develop skills and attitudes that improve employability and enhance career progression. • Services should be designed to deliver the following: • Widen participation in learning by helping young people, particularly those from disadvantaged backgrounds, to overcome barriers that prevent them from successfully engaging or progressing in learning. • Offer provision to attract participation from disadvantaged or minority groups, such as children in care, care leavers, young people with learning difficulties or disabilities, ethnic minorities, young offenders. • Offer provision which can support disengaged young people, including those with Learning Difficulties and Disabilities, towards independence and adulthood. • Enhance employability skills in young people and deliver targeted support to enable them to improve career prospects, secure employment / apprenticeships, or progress into further vocational learning. • Provide high quality teaching, learning and specialised support for learners to ensure high levels of participation, attendance, retention, achievement and progression to further learning or employment. • Deliver work-related learning and enterprise education in line with Gatsby benchmarks and study programme requirements, leading to improved chances for sustainable post-16 engagement. • Ensure learning opportunities and support packages are high quality and provide first steps towards improved health and wellbeing, employment and financial independence. • Develop transferable work skills, e.g. literacy, numeracy, digital & employability skills to support access work or learning. • Ensure learning opportunities are flexible and responsive to need so that they can participate, achieve and progress to further learning or employment options. • Deliver accredited academic or applied and technical qualifications at Level 2 or 3 as part of an approved study programme. • Provide high quality careers information, education, advice and guidance to support vulnerable and disadvantaged adults in choosing and deciding on their next steps.
