Description
We intend to award a framework contract for Planning Support. The framework will be divided into 8 geographic lots, with a maximum 3 Suppliers per lot. The core objective of the framework is to obtain the necessary consents within the Town and Country Planning Legislation to allow all works on the estate that require planning to be delivered.

1 | North District - West
*See Framework Scope for more information Lots 1 & 2 – North District North England Forest District (NEFD) is the management unit that manages the public forest estate in Northern England. This is an extensive area encompassing 9 county or unitary authority areas from the Scottish border to Durham and Lancashire. For the purposes of this framework we have split the District into 2 separate lots - “North District West” & “North District East”. North District West (Lot 1) Key aspects: Working within Lake District National Park. Experience of Cultural Heritage, Health Impact Assessment (HIA), World Heritage, Area of Outstanding Natural Beauty (AONB), Special Areas of Conservation (SAC) and other designations. 2 | North District - West

Lot 3 – Yorkshire Key aspects: •Working within the North York Moors National Park, Howardian Hills AONB and other local planning authorities across Yorkshire. •The district has numerous designations including Special Areas of Conservation (SAC), Special Protection Areas (SPA), Sites of Specific Scientific Interest (SSSI), scheduled monuments and other designations. •The District has diverse woodlands, including community woodlands, with a variety of current and future commercial, residential and recreational development opportunities. •Sustainable design and infrastructure for existing and future opportunities. Lot 4 - Central District Key aspects: •Working in Peak District National Park •Central England Forest District covers 28,000 ha in a triangle from Milton Keynes to Preston to the Humber Estuary. •The District has diverse woodlands and open habitats including ancient woodland, productive conifer and broadleaf forests and new community woodlands on former brownfield land. Lot 5 - East District Key aspects: •The East England Forest District covers an area of 35,000 ha from North Norfolk to Brighton and includes Thetford Forest and the outlying beats of Sandlings, Kent, East Sussex, Chilterns and Thames Chase Community Forest. •The District has a varied landholding including the largest lowland pine forest in England at Thetford, community woodland on the outskirts of London at Thames Chase, and a range of mixed woodland, many of which are on sites of Ancient Woodland. •There are numerous sites of conservation interest designated across the District, including Special Protection Areas to conserve the breeding habitat for the Woodlark and Nightjar, SAC, Sites of Specific Scientific Interest (SSSI), AONB, Ancient Semi-Natural Woodland, County Wildlife Sites and Scheduled Monuments. Lot 6 - South District Key aspects: •South England Forest District is responsible for the management of some 48,000ha of the public forest estate in England of which 26,284ha makes up the New Forest. The New Forest is made up of a unique combination of heathland, ancient woodland, wetlands and grassy plains. •Planning work will be focused on existing built infrastructure, changes of land use and new infrastructure. Formal planning consents may also be required to deliver the objectives of the New Forest Higher Level Stewardship Scheme and Forestry England’s Site of Special Scientific Interest (SSSI) Restoration commitments in the New Forest. •The application will need to meet the planning requirements of the relevant Local Planning Authority (LPA); for example, for planning applications related to wetland restoration projects in the New Forest, the New Forest National Park Authority (NFNPA) is the relevant LPA. 7 | West – Forest of Dean, Wyre, Marches & Westonbirt
Lot 7 West – Forest of Dean, Wyre, Marches & Westonbirt Key aspects: •The north half of the West England Forest District. Mixed woodlands and infrastructure across this area which is very diverse. Many different designations to contend with. Planning work will be focused on existing built infrastructure, mostly at recreation sites. •Westonbirt, the National Arboretum (240ha) lies within the Cotswolds AONB and is designated as a Grade 1 Registered Park & Garden and an Ancient Semi-Natural Woodland. Forestry England have aspirations to continue to develop the arboretum’s built infrastructure. Consents are likely to include; change of use, AGFO, engaging with Historic England and supporting recreation activity.
