Description
Buckinghamshire County Council, in partnership with NHS organisations in Buckinghamshire, is looking to establish a more singular Integrated Community Equipment Service. The service will consist of the procurement, storage, supply, distribution, repair, collection, recycling, maintenance and refurbishment of a range of community equipment. This will be for simple aids to daily living, complex aids to daily living, sensory aids, Environmental Control Solutions and Telecare/Telehealth (including associated services). There will be an option to widen the contract scope to include long term wheelchairs and continence products subject to proven cost effectiveness. The intention is to include this after the first year of the contract. Recognising the changing requirements in health and social care, the commissioners are seeking to purchase services more innovatively through a single point of contact provider who has experience and expertise across the service range. The commissioners recognise that, whilst some providers may be able to provide the whole range of services being considered, some providers may wish to work in partnership with other organisations.

Legal Justification
Regulation 72(1)(b): Necessary modifications where a change of contractor cannot be made. (i) Additional services or supplies which were not included in the initial procurement have become necessary - additional services have become necessary for a limited period due to the abandoned tender whilst the procurement of a new service contract is concluded. (ii) A change of contractor cannot be made for economic or technical reasons - it would not be possible to implement a new provider/service within the timeframe for a significant number of technical reasons e.g. TUPE of existing staff, transfer of stock equipment, property leases, data transfer etc (iii) Such a change of contractor would cause significant inconvenience or substantial duplication of costs for the contracting authority - a change of service provider for such a limited period would have required disproportionate resource, cost (iiii) any resulting increase in price does not exceed 50% of the value of the original c
