Description
Following an open procedure competitive procurement process, the University awarded a contract for Relocation Management Consultancy Services to MovePlan Limited in 2016. MovePlan was to assist in developing and implementing a strategy for the relocation of the existing Jordanstown campus (together with relocations within the current Belfast campus) to the new Greater Belfast Development (GBD) currently under construction. At the time of contract award this scheduled for completion in early 2019 and opening for the 2019/2020 academic year. The Greater Belfast Development will accommodate approximately 2,500 staff and 10,500 FTE students. MovePlan was required to carry out extensive stakeholder engagement and data collection with the University faculties and Departments in Jordanstown and Belfast to determine the scope of the relocation exercise. MovePlan also used the consultation to gather the appropriate information to prepare a relocation strategy and assist in the development of the relocation procurement strategy together with the procurement /management of an appropriate relocation contractor to carry out the physical move with minimal disruption to the operation of the University.

Legal Justification
Additional services have become necessary and a change of service provider cannot be made for economic and technical reasons due to interchangeability of the existing services; and a change of contractor would cause significant inconvenience and substantial duplication of costs for the University for the reasons outlined above in Section VII.2.1).The delay in delivery of the GBD Project and Covid-19 pandemic, and resulting unprecedented consequences, has rendered the modification necessary and this was unforeseen at the time of the original procurement exercise. The increase in estimated contract value following the proposed modification is £128,820 GBP and does not exceed 50 percent of the original contract award value of £423,770 GBP.
