Legal Justification

The Salvage and Marine Operations team (SALMO), part of DE&S, has entered into contract with MUSTO limited to procure waterproof clothing following a negotiated procedure without prior publication. MUSTO was selected following a technical workshop which presented existing options in the waterproof clothing market. The workshop concluded that MUSTO waterproof clothing is the only supplier who was able to fulfil the specific requirement. This included, but was not limited to: the heavyweight, robust and durable fabric, waterproof rating and the inclusion of a zip cover which was not offered on all options. The above outlines the justification for selecting MUSTO as the manufacturer in accordance with PCR 2015, Regulation 32 Paragraph 2(a) under technical justifications.
