Preliminary market consultation to inform requirements for a future contract to support delivery of a community return scheme on Orkney.

Zero Waste Scotland has been asked by the Scottish Government to lead on development and delivery of a community return scheme on Orkney - referred to hereafter as the 'Orkney Container Return Initiative' (or OCRI). This preliminary market consultation is being used to gather information and insight into options for the OCRI, from the type and availability of suitable Reverse Vending Machines (RVMs) for commissioning through to community benefits that could be accrued through implementation of the scheme, both directly and indirectly across the wider Orkney Islands Council area. Two questionnaires have been published as Additional Documents to this Prior Information Notice: – the first questionnaire (“Infrastructure Supply”) is intended to investigate the key requirements to ensuring a suitable RVM with secure and appropriate housing is installed and tested for commencement of operation on 01 November 2022 - the second questionnaire (“Community Benefits”) is intended to identify the range of options and opportunities for wider community engagement and benefits that may be possible and appropriate from that date. Interested parties are invited to complete a questionnaire and return their response to Zero Waste Scotland by 14:00 on Wednesday 04 May 2022 to ensure their response is available for further consideration. Information gathered during this stage of the process will be reviewed to identify the most appropriate method for securing the necessary resources for the duration of the OCRI.

Interested parties should refer to the questionnaires provided as Additional Documents to this Prior Information Notice for information and instruction on how to participate in this preliminary market consultation. On 14 December 2021, the Scottish Government’s Minister for Green Skills, Circular Economy and Biodiversity confirmed in a statement to the Scottish Parliament that the work to implement Scotland’s — and the UK’s — first deposit return scheme will conclude with the scheme’s launch on 16 August 2023, helping to recycling billions of bottles and cans every year. In recognition that the needs of rural areas may be different from those of more populated parts of the country, the Minister also announced that there will be a return scheme in place in Orkney from November 2022, which will provide immediate benefits to the community. The return scheme will be a community scheme in place within at least one town that will not only allow the people in Orkney to interact with the scheme, return their bottles and reduce waste and litter there; it will provide a financial contribution to local charity for every container returned while also giving us important data on how people interact with the scheme, which will help support the potential implementation of similar schemes in other areas across Scotland. We are interested in potential solutions that: - can be installed and operational by no later than 31 October 2022 - are appropriate to the anticipated type and volume of materials for collection - offer opportunities for support from / benefit to local communities The solutions should be able to: - accept and collect PET, metal and glass containers - handle an estimated 51,000 to 57,000 containers per week (based on the best information available and expected scheme participation) - store a reasonable amount of material on site prior to a possible daily collection - collect the material in a way that facilitates simple processing post collection (separate collection of each material stream is preferred but other options will be of interest where justification for the approach is provided) Furthermore, it is essential that Zero Waste Scotland does not retain ownership of any assets or equipment at the conclusion of this initiative, therefore we are keen to understand more about any options that would achieve this in line with our circular / sustainable procurement aspirations. We are also keen to seek input from other interested parties who may be able to offer insight into wider community benefits that might be accrued or supported by this initiative or who would be interested in the potential to provide any of the following to support delivery of this initiative, should any be required: - land / space to host the RVM - time (effort) to maintain the RVM and surrounding area Respondents are requested to provide as much information as they believe relevant to the response they are providing in as clear, concise and unambiguous a manner as possible as this will help facilitate the review process. This should include an indication of potential timetables and costs – the specifics for these will be considered further in a future procurement exercise as relevant. Please note: This preliminary market consultation is being used to inform the development of a future ‘front end’ service provision. Information relating to options and requirements for ‘back end’ service solutions – that is, collection and processing of materials – is welcomed where it can inform potential links between separate service provisions, it is not a primary consideration at this time.
