Description

The Secretary of State for the Home Department (referred to as the Home Office) is the lead government department for immigration and passports and is responsible for securing the UK border, controlling immigration and issuing passports and visas. The Home Office, acting through Home Office Biometrics (HOB), is the Authority seeking to procure services for the provision of Biometric Matcher Platform and associated Services (BMPS). The Matcher Service Platform (MSP) is a combination of a technology platform and the services required to support and operate the biometric matching functions. The MSP can be further broken down into: - a Matcher Service Bus (MSB) where biometric transaction processing logic, biometric workflow rules, integration of Matching Engine Software (MES) and a Service Interface used by external subsystems; and - the infrastructure platform to host and provide the computing capacity for the MSB and MES operations. The BMPS Project can be defined in 5 stages as below: Stage 1 - Transition of the services developed under the existing Matcher Platform supplier to the new supplier. These services are for the delivery of Matching Platform and Mark to Print search capability for Law Enforcement. This is expected to go live before this contract award. Stage 2 - Delivery of other IDENT1 search capabilities (Print to Print, Print to Mark & Mark to Mark) for Law Enforcement allowing for the decommission of the legacy IDENT1 matching algorithm. Stage 3 - Immigration collection moved from IABS to the Fingerprint & Face Algorithms on the MSP. This allows for the decommission of the legacy IABS fingerprint and face algorithms. This Stage deploys Face algorithm onto the Matcher Platform and is an enabler for Strategic Facial Matching for Law Enforcement as well as ETA Face for FBIS. Stage 4 - Migration of HMPO, EUSS & FBIS collections onto the MSP (re-using the Face Algorithm on the Platform), allowing for the decommission of the IABS Passport Face Matcher. Stage 5 - Facial matching for law enforcement use-case.

Renewal Options

Other Information

The procurement will be managed electronically using the Jaggaer eSourcing portal. The eSourcing portal is an online application that allows suppliers to create and submit their Standard Selection Questionnaire (SQ) and any further responses to requests for information, requests for quotes, or requests for proposals via the internet rather than in paper form. In order to participate in this procurement, please follow the steps set out below. For the avoidance of doubt, please note that respondents are required to express an interest separately for this competition regardless of their involvement in previous Market Engagement activities for this project. Any such involvement does not constitute an expression of interest for the competition advertised in this notice. To participate in this procurement, participants must first be registered on the eSourcing portal. If you have not yet registered this can be done online at https://homeoffice.app.jaggaer.com/web/login.html by following the link to register. Once registered, all interested suppliers should then submit their details (company name, lead contact name, lead contact email address and telephone number), in the first instance, to the following address in order to allow access to express interest: BMPSProcurement@homeoffice.gov.uk For technical assistance on use of the eSourcing portal please contact the Jaggaer Supplier Helpdesk at customersupport@jaggaer.com or 0800 069 8630 (0800 - 1800hrs). The Authority requires all participants to sign a Non-Disclosure Agreement (NDA)/Security Aspects Letter (SAL) and confirmation of their compliance to the BMPS Acceptable Use Policy (AUP) in order to be invited to participate in the competition for this project. On receipt of an email to the above mailbox, the Authority will provide the NDA/SAL and AUP documents for signature to be returned via email or Jaggaer eSourcing portal. Once the correctly signed documents are received by the Authority, Participants will be invited to the Standard Selection Questionnaire (SQ) Event through the portal and will be able to access all of the project documentation. Participants are requested to register on the eSourcing portal and then submit their details via email by 13:00 (BST) on 15 April 2022 at the latest, to allow sufficient time for the tender administrative process and submission of responses. (For the avoidance of doubt, the deadline stated in IV.2.2 refers to submissions of the SQ). SQ clarification requests must be submitted no later than 13:00 (BST) on 9 May 2022. The closing date for SQ submissions will be 13:00 (BST) on 19 May 2022. Please note: It is the Authority’s intention to provide a draft set of ITT and Data Room documents at the SQ stage. The Data Room documents will be marked Official and will require signing of an NDA and Security Aspects Letter signed to view. A further drop of Data Room material will be issued after the SQ down select which will include Official Sensitive material. In order to be able to access the documents in the Data Room a member of the bidders’ bid team must have SC and NPPV3 security clearance. Should a bidder not have these security clearances in place, it is advised that the security clearance application process is started as soon as possible during the contract notice period via email BMPSProcurement@homeoffice.gov.uk We reserve the right to delay or amend our timetables or such other aspects of the procurement as we consider appropriate. We will therefore keep the process under constant review and will notify all bidders of any changes as and when these are required.
