Description

YPO is a Local Authority owned national public buying organisation operating since 1974 from our Wakefield Headquarters. YPO operates a market leading education supplies business with turnover circa £115 Million on average each year, plus a Framework Services business offering approaching 100 Frameworks including ICT, Energy, HR, Fleet and FM Solutions with consolidated spend upwards of £1 Billion. YPO have conducted a series of engagement activities with potential users from public sector organisations across the UK. The Research highlighted some keys findings that YPO wishes to explore further. The next stage of the project is to engage with suppliers by issuing this PIN. YPO are looking for suppliers who would be interested participating in market research and/or having a conversation with us, please register your interest by contacting us at fleet@ypo.co.uk .This is to ensure that there are no gaps in the potential service scope and that our intended model is deliverable, sustainable and future proofed. YPO have had a Framework Agreement in place since 2019 for the provision of Fleet Managed Service (including Managed Stores, Managed Workshops, Fleet and Managed Workshop and Online Portal). We are looking to expand on the current framework and exploring the below areas of Fleet Management: • Route management • Driver Risk Management • Driver Training • Managed Stores • Fleet & Managed Workshops • Managed Workshops • Vehicle and Tyre Disposal • Vehicle Asset Management • Corporate Vehicle Washing • Breakdown, roadside assistance and recovery services • PCN Management • Driving Licence Checks • Vehicle Livery

Should YPO decide to take this project further, by undertaking a formal procurement process, then this work will not be part of that process, nor will the information provided be used to determine the outcome of that process. YPO will incorporate a standstill period at the point of notification of the award of the contract is provided to all bidders. The standstill period will be for a minimum of 10 calendar days, and provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
