Defra is looking to formally engage to the market during Financial Year 2022/2023 to secure a contract for the disposal of its end-of-life assets which include vehicles, plant machinery and other smaller assets such as hand held power tools. There will be a requirement for the winning contractor to conduct a number of supporting activities as well as the disposals they include the decommissioning of vehicles, plant and other assets prior to remarketing and sale Bidders will be expected to demonstrate through their Tender submission the most economically advantageous and efficient disposal route for Defra, demonstrating compliant disposals of assets in the quickest time possible whilst maximising the proceeds from sales. The envisaged disposal route will include • assessment of assets; • collection and storage of assets prior to sale; • decommissioning of assets prior to sale including but not limited to removal of livery materials, preparation of external paintwork and valet; • publishing a range of communications to promote the sale of the assets; • running the sale day • Provision of an after sales report and transferring of funds to Defra within agreed timescales. Bidders must demonstrate compliance to • offered terms and conditions specified in any ITT documentation which will be issued as part of the competition; • capability specifications specified in any ITT documentation which will be issued as part of the competition; • all specified Quality and H&S standards specified in any ITT documentation which will be issued as part of the competition. • decommissioning materials are all sustainability criteria including o sustainably sourced, waste materials are minimised, and materials used can be dismantled and recycled at the assets end of life. o Re-used or recycled content should always be considered where it does not have an adverse impact on the ability to re-use the material at the end of life. o Utilising a comprehensive logistics plan to minimise vehicle movements and carbon impacts.
