Description
This competition will establish a Framework Agreement containing 12 Lots for the provision of legal services as described in the Framework Agreement Specification. 1)Company Law ; 2)Corporate Finance, Debt Recovery and Insolvency; 3)Commercial Property; 4)Public Law and Corporate Governance ; 5)Employment, Equality and Human Rights; 6)Venture Capital; 7)Intellectual Property; 8)Competition Law (including State Aid); 9)Procurement Law; 10)Information Law ; 11)Energy; 12)Litigation and Alternative Dispute Resolution Tenderers can tender for one, multiple, or all Lots. . There is no restriction on the number of lots a tenderer may be appointed to; however a tenderer must have the capability and capacity to deliver all lots tendered for. The three highest ranked tenderers for each Lot will be awarded a place on the Framework Agreement. This Framework Agreement will be valid for a period of 3 years with an option to extend for a further year. However, the duration of contracts awarded under the scope of this Framework Agreement can extend beyond the life of this Framework Agreement, or may expire before the end of this Framework Agreement.

The overall estimated value of the framework agreement over 4 years is anticipated to be £3. million. However this is a demand driven requirement and therefore it would be difficult to. provide a breakdown per lot. . The successful contractor’s performance on the contract will be regularly monitored in line with PGN 01/12. Contractors not delivering on contract requirements is a serious matter. It means the public purse is not getting what it is paying for. If a contractor fails to reach satisfactory levels of contract performance they will be given a specified time to improve. If, after the specified time, they still fail to reach satisfactory levels of contract performance, the matter will be escalated to senior management in CPD for further action. If this occurs and their performance still does not improve to satisfactory levels within the specified period, it may be regarded as an act of grave professional misconduct and they may be issued with a Notice of Unsatisfactory Performance and the contract may be terminated. The issue of a Notice of Unsatisfactory Performance will result in the contractor being excluded from all procurement competitions being undertaken by Centres of Procurement Expertise on behalf of bodies covered by the Northern Ireland Procurement Policy for a period of twelve months from the date of issue of the Notice.. . The overall estimated value of the framework agreement over 4 years is anticipated to be £3million.
