Description
The Automatic Light Dues Information System (ALDIS) was developed in two phases over 2004 and 2005 by two different developers. It is written in Java and although currently supported by the developer who wrote the second phase of the software, Trinity House now needs to transition support to a new developer. The key functions of ALDIS are: • To allow Light Dues certificates to be issued by the ‘Collectors’, usually shipping agents affiliated to the Institute of Chartered Ship Brokers and appointed as Light Dues Collectors, and • To record port record arrival data to verify the movement of vessels arriving to UK & RoI ports and their liability to pay Light Dues. The ALDIS software (code and IPR) is owned by the General Lighthouse Authorities (GLAs) and funded from the General Lighthouse Fund (GLF).
Total Quantity or Scope
Tenderers are invited to quote for both of the two work packages listed below; 1) Cost of developing, testing and deploying changes to the password security in the ALDIS software (further details at Appendix 3 of Annex 1 – Specification of Requirement). This will include building and proving ability to deploy ALDIS over WebSphere and MS SQL. 2) Cost of on-going (annual) ALDIS support including maintaining an instance of the ALDIS system hosted at your premises for testing and development purposes only. You should include a sample of your proposed support contract for supporting ALDIS.

It is anticipated that the contract will run for an initial three-year period, with options to extend for ten additional one-year periods.
