Legal Justification
The published value of £150M (2019) was based on historical spend. While price increases were factored into the published value, a number of unforeseen additions were incurred throughout the first three years of the contract and will continue into the fourth optional period. These additions and increases in costs were brought about by the need for additional runs due to covid 19 and social distancing of schools and classes.
