Description

We require the provision of consumer and specialist public relations support to develop an over-arching plan for public relations activities and deliver a series of creative, persuasive, dynamic and high-impact food and drink waste campaigns, including content creation as necessary. Support may be required in any of the following areas over the term of the Contract: *) Public relations opportunities *) Digital content creation *) Social media management The Contractor will be expected to work closely with Zero Waste Scotland to develop and deliver creative, evolving media initiatives and engaging content that will help capture the imagination of national, regional and local media outlets, and inspire the target audiences to act. These campaigns may include a range of topical (e.g. audience or message specific) and thematic (e.g. seasonal events) opportunities. The Contractor will work with Zero Waste Scotland’s internal digital team to help develop a wide range of engaging, results-driven content for sharing via our social media channels and websites. The content will be used to support proposed PR activities, but will also be suitable for a suite of broader evergreen content that is not tied into any specific campaign, and which has longevity for use in subsequent years and across multiple future campaigns. The Contractor will provide ongoing, day-to-day management of the Love Food Hate Waste Facebook channel. They will be responsible for creating content, developing a content planner and distributing key messaging across wider Zero Waste Scotland web and social media channels. Work will be allocated through the Framework by Direct Award to the Contractor. Legal Justification

This modification is required to provide continued service while we investigate, identify, quantify and align our strategic and contractual support requirements with post-pandemic service delivery options and opportunities. We aim to have enough knowledge to procure a contract in Autumn 2022 to start April 2023. It is considered that continuation of this service provision by the original contractor will save both Zero Waste Scotland and any prospective bidder from the potential inconvenience and cost of tendering for multiple interim and short-term contracts during this period, by allowing those parties to fully engage with the future procurement exercise(s) and prepare high quality tender submissions that will help secure best value by creative, innovative and dynamic means. This modification does not alter the nature or scope, but does increase the value of that contract by 50% of the original contract value to account for an extension to the original contract term.

Zero Waste Scotland is not using the ESPD module on PCS for this procurement exercise. Bidders must therefore download the ESPD (Scotland) provided for this procurement exercise as an additional document in order to prepare a response.
