Description
Portsmouth City Council, "the Authority", is inviting applications from suitably qualified suppliers to deliver apprenticeship training services. The Authority looking to set up a dynamic purchasing system to engage a range of providers that are able to deliver the diverse range of apprenticeship qualifications in line with central government's targets and standards. The procurement process will be run in accordance with the following programme: Initial DPS return deadline 27.02.17 Initial DPS Award 10.03.17 Submissions to join the DPS can however be made at any time. The deadline for the first mini competition to procure an Apprenticeship Training provider for Chartered Surveyor degrees is 31/03/2017 at 14:00.

As of April 2017 Central Government will be imposing a levy on all business who have a wage bill of more than £3 million. Portsmouth City Council ''the Authority'' falls into this category and will be targeted to have 2.3% of its workforce as apprenticeships on an annual basis. This means the Authority that has an ongoing requirement to provide Apprenticeships opportunities for external individuals and existing staff. The Authority is seeking to appoint a number of training providers that are suitably qualified and have experience in delivering an extensive range of apprenticeship programmes via a Dynamic Purchasing System (DPS). In order to be accepted onto the DPS suppliers must already be registered on the Skills Funding Agency's Register of Apprenticeship Training Providers (RoATP). Once the DPS is operational the Authority will run mini competitions which will allow successful suppliers to bid for opportunities that they are able to provide. In the event that a single supplier is identified as meeting the Purchaser's Service Requirement then the Authority may directly award a Call-off Contract to that supplier.

Other Information
From the 3 May 2022 the DPS will operate under revised procurement documentation. Consequently the Authority has updated and re-issued the; Invitation to Participate; The Service Specification (Document 2); The Terms and Conditions (Document 3); The call-off process for future requirements (Document 3, Schedule B); Notwithstanding the revision of the procurement documentation outlined in paragraph 2.2, the selection criteria that will be applied to assess applicants to the DPS will not change. Consequently, any Supplier who has submitted a bid and was admitted to the DPS prior to the date referred to in paragraph 2.2 will remain admitted to the DPS provided that they accept the revised Terms and Conditions by return of a signed Agreement Form to the Council by the 3 June 2022. Failure by a Supplier previously admitted to the DPS to return the Agreement Form to the Council by the 3 June 2022 will be deemed by the Council as a rejection of the updated Terms and Conditions by the Supplier and the Supplier will be removed from the DPS and may not bid for further call-offs A Supplier previously admitted to the DPS may bid for a future call-off before the 3 June 2022 provided that if they are successful in the bid for the call-off, that Supplier must return the Agreement Form to the Council by the 3 June 2022. Failure to do so will result in their tender being rejected and them being removed from the DPS in accordance with paragraph 2.4. Suppliers removed from the DPS may reapply to join the DPS at any time in accordance with the provisions of this ITP.
