Description
This is an advertisement for soft market testing to gauge market interest which will influence future commissioning and procurement direction. North Staffordshire Combined Healthcare NHS Trust are looking to seek expressions of interest and engage with the market with regards to the establishment of a Dynamic Purchasing System for Child and Adolescent Mental Health Services (CAMHS).
Total Quantity or Scope
North Staffordshire Combined Healthcare NHS Trust (NSCHT) is committed to delivering high quality mental health care to the Children and Young People (CYP) of North Staffordshire and Stoke-on-Trent, in line with the NHS Five Year Forward View, Integrated Care System Partnership working, the NHS Long Term Plan and intelligence around the needs of the local population. It is recognised that some CYP are more vulnerable and susceptible to poor mental ill health. There are estimated to be around 10,400 CYP in Staffordshire and 3,700 in Stoke-on-Trent aged 5-16 with a mental health disorder. Our vision is to improve outcomes for CYP through the provision of evidence-based care across a wide range of services, delivered by a highly trained and well supported workforce. NSCHT aim for high quality, choice, flexible access. Staffordshire and Stoke on Trent Local Transformation Plan (LTP) for Children and Young People’s Mental Health priorities include: • Streamlining referral processes, including consideration of self-referral to CAMHS. • Making better use of technology and digital solutions. • Introducing the i-THRIVE model and care pathways. • Developing intensive outreach services to support young people in crisis to prevent admission, better support for those who are waiting for admission and reduce the length of stay for those who are admitted to mental health inpatient beds. • Strengthening support to children and young people facing added disadvantages as a result of their specific status (e.g. looked after, living with a disability, membership of minority groups). • Strengthening transition. • Strengthening eating disorder services. • Improving access to psychological therapies (IAPT). • Engagement in new models of care. • Improve timely access to services. It is envisaged that a DPS for CAMHS would be live for the period of 3 years with an approximate overall value of £3,000,000.00. This future procurement is for clinical services which are Light Touch Regime services for the purpose of the Public Contracts Regulations 2015 as specified in Schedule 3 of the Regulations ("Regulations"). Accordingly, the Contracting Authorities are only bound by those parts of the Regulations detailed in Chapter 3 Particular Procurement Regimes Section 7. The Contracting Authorities are not voluntarily following any other part of the regulations. The Trust is a relevant body for the purpose of the National Health Service (procurement, patient choice and competition) (No. 2) Regulations 2013.
