Legal Justification
The contract has been affected by the 'Invest to Save Initiative’, which was launched in 2017. This initiative is aimed at reducing energy and maintenance costs by retrofitting all sodium street lights with LED lanterns in the next ten years. This could not have been foreseen by a diligent contracting authority. If it had not been for an unforeseen LED retrofit initiative and some unpredictable events, the anticipated contract value set in July 2017 would have been accurate for the contract’s duration.
