Description
The Council wishes to appoint up to 3 contractors per lot to its Intruder alarms servicing and Maintenance framework to provide: — service, — maintenance, — repair, — minor adaptations or upgrades to existing intruder alarms and associated equipment. The Framework will be used by the Council and contracting authorities (Customers) that it grants access. Customers can include but not limited to schools, academies, district councils, county councils, city councils, libraries, police forces, fire brigades, or similar organisations and charities. Contractors are able to bid for one or both lots described below but must be able to meet the response time required for the lot. — Lot 1: providing a maximum 1 hour service to any call-out required within the county environs of Leicestershire. Further information is available in the Lots description below. Leicestershire County Council (the Client) proposes to make this Framework available to other contracting authorities and charities within the geographic region of Leicestershire: a) Contracting authorities as defined in the Public Contract Regulations 2015; b) Schools and academies as defined in the Education Act 1996; c) Charities as defined in the Charities Act 2011; d) example of contracting authorities based in county environs of Leicestershire comprise of: I) Blaby District Council; II) Charnwood Borough Council; III) East Leicestershire and Rutland Clinical Commissioning Group; IV) East Midlands Ambulance Service; V) Harborough District Council; VI) Hinckley and Bosworth Borough Council; VII) Leicester City Clinical Commissioning Group; VIII) Leicester City Council; IX) Leicestershire County Council (The Lead Authority); X) Leicestershire Fire and Rescue Service; XI) Leicestershire Partnership NHS Trust; XII) Leicestershire Police; XIII) Melton Borough Council; XIV) North West Leicestershire District Council; XV) Oadby and Wigston Borough Council; XVI) University Hospitals of Leicester NHS Trust; XVII) West Leicestershire Clinical Commissioning Group.

Legal Justification
Continuing the current framework will facilitate creation of an asset register for the upcoming procurement exercise for this contract due to take place in 2022/23. Without this information, any procurement exercise would require potential tenderers to visit & survey over 100 sites. The Council understands visiting this many sites as part of a procurement exercise is prohibitive and uneconomical for suppliers to effectively tender for. As the current contractor is familiar with the sites & associated equipment, they are best placed to provide the asset information. It is envisaged an alternative provider would be required to start this exercise from scratch, whereas theincumbent contractor already possesses a lot of the information already. Therefore, procuring this service from an alternative provider would likely invoke additional duplicate cost to the Council and require a period of longer than 12 months before the Council could run a procurement exercise.
