Description

ESPO is seeking to renew its framework agreement for outsourced catering services and is looking to identify and appoint a number of service providers to provide a wide range of catering services to customers across the public sector.

Lot Division

1 Education Catering
  • Value: £300M

For the provision of Catering Services to education establishments including primary schools, secondary schools, special schools, nurseries, academies, colleges, universities, technical schools/colleges and/or any other public sector learning institutions. It is also envisaged that Customers looking for ‘holiday food programmes’ will use this Lot to provide meals meeting the School Meal Standards in the holiday periods. It is expected that customers may require various types of catering provisions from dining room and canteen style services to grab and go, breakfast, after school clubs and special events.

2 Social Care Catering
  • Value: £50M

Includes the provision of Catering Services to all types of social care and health establishments which may include but is not limited to care homes, charities and home delivery meal services. The Lot will cover a range of catering provision including ‘meals on wheels’ delivery provisions, dining room and canteen style services.

3 Public Sector Catering
  • Value: £50M

Includes the provision of Catering Services to all other areas of the Public Sector. This Lot will cover a range of different customer types including Pubic Sector workplaces, art galleries, museums, leisure centres, country parks, historic buildings, concert halls, conference venues, training centres, exhibition centres, theatres, stadia, emergency services establishments, healthcare establishments, prisons and other Ministry of Justice and Ministry of Defence establishments. It is expected that a wide range of catering provision will be required including canteen, grab and go, trolley catering provision and event catering.

Renewal Options

The framework agreement has the option to extend for up to a further 24 months. The total estimated value stated in Section II.1.5 includes the option period.

ESPO has established a commercial trading company, ESPO Trading Limited, whose target clients are third sector organisations such as national and local charities, public sector mutual organisations and other organisations involved in the delivery of services to or for the public sector. The successful Supplier may be asked to enter into an additional separate framework agreement (the Second Framework) with ESPO Trading Limited on materially similar terms to that found in the tender pack to be entered into by ESPO itself. Any Second Framework agreement will be a purely commercial agreement and will, for the avoidance of doubt, not be governed by the Public Contract Regulations 2015 or other public procurement legislation. ESPO Trading Limited may enter into the second framework agreement with the successful supplier and make it available to third sector clients who themselves are not required to follow the Public Contracts Regulations 2015 or other public procurement legislation. Accordingly, this is provided for bidders information only. An eAuction process may be used to award subsequent call off contracts following the reopening of competition among the parties to the Framework Agreement.
