Description

DSRL are seeking to commence a procurement activity that will result in the award of seven Framework Agreements for the Provision of Technical and Professional Support Services that are required to support decommissioning activities on the Dounreay Site. The duration of the Contract will be a maximum of 4 years (2+1+1) and is scheduled to commence in November 2022. The estimated cumulative value of the Contract over its lifetime is £15M. The Procurement is scheduled to be launched by the end of May 2022. A pre-engagement event will be held (virtually), to invite the supply chain’s views on the proposed procurement. The scope of services for Technical and Professional Support Services includes but is not limited to the following: Design Support Services: • Concept, Scheme and Detail Designs • Engineering Substantiation • Design Validation • Commissioning Support Services o Preparation and planning – (commissioning strategy, schedule and plan) o Setting to work o Inactive Commissioning o Active Commissioning o Factory and site acceptance tests o Handover and Acceptance o Commissioning Manager o Design support for implementation activities – addressing technical queries and design changes during commissioning; updates to the final configuration (as commissioned) design documentation; and design input into the Operating and Maintenance manuals and instructions. • Software Modelling Services o 3D visualisation models o Stratigraphical models o Hydrogeological modelling o Land quality modelling o Climate & erosion models o Data management o Statistical models o Geotechnical models o Air Quality modelling o H1 assessments Waste Support Services: • Waste Strategy Development • Waste Optimisation Tasks: o Review of national and international best practice for waste treatment and minimisation o Development of Waste Culture o Development of Waste Communication o Waste Career Pathways o Waste Training • Waste Compliance Test Plans • Radioactive Waste Management Cases • Waste Characterisation Support Environmental Support Services: • Environmental Cases o Environmental Safety Cases (ES) o Environmental Impact Assessments (EIA) o Best Practicable Environmental Option (BPEO) Assessment o Best Practicable Mean (BPM) document o Best Available Technique (BAT) justification documents for non-radiological aspects o Environmental Risk Assessments o Environmental Restoration Surveys Technical Support Services: • Specialist Engineering and Surveys o Seismic o Constructability o Geophysics o Geotechnical (topography, lidar etc.) o Ecological surveys (includes habitat surveys) o Noise surveys o Dust surveys o Air quality assessments o Water quality assessments • Construction Management o Verification of Contractor’s environmental management during construction o Provision of Environmental Suitably Qualified and Experienced Person during construction o Production of relevant environmental management documentation • Provision of specialist technical staff for: o Secondment within DSRL o Specialist training o In-field supervision o Review of DSRL/Contractor produced technical documents, for example Environmental Safety Cases
