Description
Northamptonshire Children's Trust (NCT) is commissioning the provision of Accommodation and Specialised Support for Care Leavers who are over 18 and Not in Education Employment or Training (NEET). In anticipation of a Care Leavers offer review, NCT is looking at developing an innovative project to support young people at risk of homelessness using an innovative model, different from the services provided currently by the providers on our Northamptonshire Independent Supported Accommodation and Support Services for Young People Aged 16-18 Framework. The model will work with Young People who are over 18 years-old and NEET and are therefore able to apply for Universal Credit, including Housing Benefit. The provider will be the landlord and all accommodation costs will be covered by Housing Benefit with no accommodation costs being paid by NCT. This includes all costs associated with maintaining fittings and fixtures. The Light Touch Regime (LTR) applies to the services under this contract agreement, as per Public Contracts Regulations 2015.

Therefore, the outcomes of this project will sit within the Outcomes of Northamptonshire Children's Trust, with KPIs to be developed further at point of writing the contract. • Care Leavers feel ready to live independently (Enjoying good health and wellbeing) • Care Leavers are in EET (Fulfilling potential) • Care Leavers sustain their own tenancy without accruing debt (develop resilience) • Care Leavers develop positive relationships (Live Safe, Be Safe) … Funding is being made available for a 3 year period to commence no later than September 2022 to support 13 young people at any given time.

Legal Justification
Accommodation and Specialised Support for Care Leavers who are over 18 and Not in Education Employment or Training services fall under the light touch regime (LTR) as set out in Regulations 74 to 76 of the Public Contracts Regulations 2015 (PCR) On 29th March 2022, an Expression of Interest (EOI) was published to scope the market and understand if any providers in Northamptonshire would be able to meet the requirements of this project. The deadline for expression of interest was 19th April 2022 and less than three Expression of Interests were received from potential providers. The EOI submission did not meet the minimum criteria of the expression of Interest. After careful considerations of a proposal and to ensure the implementation of this service and the following needs to be met: • A focus on supporting young people transition to adulthood • Supporting young people sustaining employment, education or training • Supporting young people successfully moving to their own tenancy and sustain it Northamptonshire Children's Trust have made the decision to award a contract for a period of 3 years YMCA Milton Keynes and Northamptonshire (YMCA), whom already have a property for 13 young people in Northampton and provide a similar project to the required service in Milton Keynes. This contract period will provide greater understanding of innovative housing models for our young people and NCT is planning to develop a tender process for a similar project in North Northamptonshire Council in following years, based on the acquired learning from the YMCA.
