NHS Fylde Coast CCGs - Homeless Nurse Service NHS Midlands and Lancashire Commissioning Support Unit (CSU) is working on behalf of NHS Blackpool CCG who wish to make a direct award for a Homeless Nurse Service for homeless people ion the Fylde Coast This will be delivered through physical health input into a dedicated multi-disciplinary team for homeless people, including health care, social care, housing support, substance misuse, to provide joined up, holistic health and care for homeless people on the Fylde Coast. This service was established on an urgent basis during the COVID pandemic. As a minimum the service will: • Assess wound care needs, applying and changing dressings and prescribing medication • Assess mental health needs, providing talking therapies and identifying medication needs • Assess substance misuse needs, signposting to support partners and prescribing medication • Completing screening processes for blood borne viruses and infections including assessment, blood testing, and administering treatment (including prescribing medication) • Assess and diagnose long term conditions and develop a joint management plan with the individual, and prescribing mediation • Signpost to other health services where the homeless health team are not able to support (e.g. where a long-term condition requirements specialist input)

This Contract Award Notice is published under the Public Contract Regulations 2015. It is for clinical services which are Light Touch Regime services for the purpose of the Public Contracts Regulations 2015 as specified in Schedule 3 of the Regulations ('Regulations'). Accordingly, the contracting authority is only bound by those parts of the Regulations detailed in Chapter 3 Particular Procurement Regimes Section 7. The contracting authority is not voluntarily following any other part of the Regulations. The CCG has awarded a 2-year interim contract to ensure the continuity of service of the nursing element of the Homeless Service Hub, established during the COVID-19 pandemic, that is available to homeless people on the Fylde Coast. Whilst transformation changes to supporting people who are homeless were planned before the COVID-19 pandemic, the service was established in response to it. This formal interim contract will expand the service beyond a COVID-19 response to support the recognised needs of people who are homeless. This 2-year contract award is to allow the opportunity to undertake a procurement process during the financial year 2022-23, whilst maintaining the positive steps taken to support the health of people who are homeless.
