Legal Justification
The need for modification was brought about by circumstances which a diligent contracting authority/entity could not have foreseen at the time the contract was entered into. The modification does not alter the overall nature of the contract and the Tariff increase will not have the effect of increasing the value of the contract by 50% . There has been an unprecedented rise in global electricity costs which could not have been foreseen by a diligent contracting authority at the time this contract was entered into.
