Description

Health Education and Improvement Wales (HEIW) is undertaking a strategic review of commissioned health professional education and training services across NHS Wales. HEIW commissions both pre-registration and post registration qualifications for both the future and current NHS Wales workforce. Through undertaking the review of education, HEIW has identified a requirement to procure the provision of Post Graduate Modules in Genomics Education and Training Services. HEIW are seeking to procure more inclusive and accessible genomics education and training services for the wider NHS Wales workforce in order to improve genomics awareness and understanding. This procurement will consist of 7 Lots that will be reflective of each individual module HEIW intends to commission. One education provider will be awarded each Lot, and there will be no limit on the number of Lots providers can bid for.

1 Genomics of Common and Rare Inherited Diseases Module

This Procurement governs the provision of post graduate modules in genomics education and training services. The module must be worth 20 academic credits at level 7 and be delivered via distance learning to NHS Wales employed members of staff. 2 Application of Genomics in Infectious Diseases Module

3 Omics Techniques and Technologies and their Application to Genomic Medicine Module

4 Molecular Pathology of Cancer and Application in Cancer Diagnosis, Treatment and Monitoring Module

The module must be worth 20 academic credits at level 7 and be delivered via distance with an element of face to face learning to NHS Wales employed members of staff. The range of commissioning numbers is detailed within the ITT, as well as the course content for: Lot 5 - Introduction to the Counselling Skills used in Genomic Medicine module.

6 Bioinformatics, Interpretation and Data Quality Assurance in Genomic Analysis Module

This Procurement governs the provision of post graduate modules in genomics education and training services. The module must be worth 20 academic credits at level 7 and be delivered via distance learning to NHS Wales employed members of staff. The range of commissioning numbers is detailed within the ITT, as well as the course content for: Lot 6 - Bioinformatics, Interpretation and Data Quality Assurance in Genomic Analysis Module.

7 Pharmacogenomics and Stratified Healthcare Module

The module must be worth 20 academic credits at level 7 and be delivered via distance learning to NHS Wales employed members of staff. Renewal Options

This contract will be subject to renewal at the discretion of the Contracting Authority. The Contracting Authority may exercise its option to extend for a further two years in Two 12 month intervals

Other Information

The Services to which this Notice relates fall within Regulations 74 to 76 of the Public Contracts Regulations 2015 (Regulations). Although HEIW may voluntarily adopt certain provisions in the Regulations neither the employment of any terminology nor any other indication shall be taken to mean that the contracting authority intends to hold itself bound by any of the Regulations save those applicable to services falling within Regulations 74 to 76. Bidders to note that they will be required to enter terms and conditions of contract as set out in the tender documents and that save for matters of clarification or consistency, HEIW will not negotiate the terms. As this is a procurement that falls under the Light Touch Regime, HEIW is proposing to use a procurement procedure which is akin to the open procedure. All tender costs and any liabilities incurred by bidders shall be the sole responsibility of the bidders. HEIW reserves the right to award the Contracts in whole or in part. HEIW reserves the right to pause, halt, abandon and/or annul the tendering process and not to award any or all the Contracts. The Contracts to which this procurement relates are funded via Welsh Government funding, refer to the draft contract terms and conditions and the ITT for rights reserved to the contracting authority should the said funding cease or reduce. Bidders are to note: (a) The number of student places to be commissioned annually will be conditional upon Welsh Government confirmation; and (b) HEIW reserves the right to vary the range of student commissioning numbers by way of an increase or decrease; and (c) The proposed contracts are due to take effect on or around 01/11/2022 and provide for an implementation period. Delivery of the services are to commence upon the anticipated Services Commencement Date (that is, on or around 1/02/2023). No contract payments are payable in respect of the implementation period.
