Description

The DE&S Boats Team, part of the UK MOD, has a requirement for the Training Vessel (TV) Sir Tristram to undergo a number of improvements to a specified set of requirements to extend its life to 2026. An 8-week window has been identified between December 2022 and February 2023 in which work shall be undertaken. Tristram is now a training vessel used predominantly to simulate real life scenarios at sea. The vessel is moored in Portland Harbour, Dorset, UK and is not subject to the normal loads and strains of a sea going vessel. The scope of the improvements is expected to include but will not be limited to; • CCTV at entry ways on Port and Starboard. At least 2 CCTV cameras • LED lighting with dimmer and adjustable light colour to green and red • New Porta Cabin that includes small kitchen • Refit of toilets facilities (male and female) • Replacement of all access platforms and stairs • Re-preservation/refurbishment of deck, fittings and other structures

The Authority will apply all the offences listed in Article 39(1) of Directive 2009/81/EC (implemented as Regulation 23(1) of the Defence and Security Public Contract Regulations (DSPCR) 2011 in the UK) and all of the professional misconducts listed at Article 39(2) of Directive 2009/81/EC (see also Regulation 23(2) in the DSPCR 2011) to the decision of whether a Candidate is eligible to be invited to tender. Candidates who have been convicted of any of the offences under Article 39(1) are ineligible and will not be selected to bid, unless there are overriding requirements in the general interest (including defence and security factors) for doing so. Candidates who are guilty of any of the offences, circumstances or misconduct under Article 39(2) may be excluded from being selected to bid at the discretion of the Authority.

5. III.2.2) Wording to be inserted in the top right box after "Minimum level(s) of standards possibly required:

The Authority reserves the right to exclude a potential tenderer if the estimated annual contract value of between £600,000 and £700,000 is greater than 50% of the potential provider’s turnover. The Authority will allow the potential provider to demonstrate it has the necessary financial capacity to deliver the contract by other means such as a deed of guarantee from its bank or insurance company or, if appropriate, its parent company. The Authority will consider all aspects of the potential tenderer’s financial status if it is considering rejecting a potential provider’s application, e.g. turnover, profit, net assets, liquidity, gearing and capacity. The Authority requires a potential provider to have a minimum current ratio of 1.0 and a minimum acid test ratio of 0.8. An independent financial assessment may be used from a reputable credit rating organisation as part of this process. The Authority will invite the top four highest scoring Potential Providers who have scored equal to or more than 30% to take into the next phase of the procurement process. Potential Providers responses to the Technical Envelope of the PQQ will be assessed using the scoring method detailed in the Guidance Instructions. If a Potential Provider is assessed as scoring a FAIL for any Project Question in Part 2 (Technical Envelope of the PQQ) then they may not be considered for Down Selection.
