Description
The PFRC is a new programme that is designed to achieve results in the fields of tax and public finance in developing countries. The PFRC is part of a wider Centre of Expertise for Public Finance which also includes “peer to peer support” and “evidence into action” pillars which are not part of this procurement. The Resource Centre will be a flexible, demand-led facility offering technical assistance to: • Partner country governments • FCDO Posts (in the form of scoping studies and political economy analysis) • Regional organisations specialising in tax and public financial management The Resource Centre will offer technical assistance either on a short (less than 6 months), medium (6 to 12 months) or long-term basis (over 12 months) and may offer multi-year interventions (which are similar to traditional bilateral programmes).
Total Quantity or Scope
This is not a call for competition or tender at this time We wish to achieve the following objectives through the EME: • To receive feedback on the proposed commercial model. • To provide an update on the development of the PFRC and encourage relevant suppliers to bid when the ITT is issued. • To explore issues involved with having a managing agent and framework model. • To socialise the idea of a blended model of delivery using both in-sourced (programme funded) FCDO staff and a commercial supplier.
