In 2010, the Council became a Lead Local Flood Authority (LLFA), a role that is undertaken by the Drainage and Flood Risk Management team within Highways Infrastructure. As the LLFA, the Council is required to: o prepare and maintain a strategy for local flood risk management within the Borough, coordinating views and activity with other local bodies and communities through public consultation, scrutiny and delivery planning o maintain a register of assets that have a significant effect on flooding within the area o investigate significant local flooding incidents and publish results o issue consents for altering, removing or replacing certain structures or features on ordinary watercourses o play a lead role in emergency planning and recovery after a flood event In addition, the Drainage and Flood Risk Management team are responsible for the repair and renewal of the Borough's highway drainage system and carrying out duties under the Land Drainage Act 1991. This project's requirements are: o Modelling of the drainage network around Norton Lane and Fulford Hall Road including interactions with local surface water drainage and roadside ditches using a detailed survey to be provided. The extent of the area to be modelled is shown in Appendix 1. o A model of the watercourse that runs adjacent to 412 Norton Lane was developed by PJA and will be provided and the new modelling should integrate with this. o 3 options of works that can be implemented by the Highway Authority to reduce flooding and rationalise the system will be required.
