Description

The Rural Leadership Programme (RLP) has been running since 2006 and is targeted at business leaders and key influencers from across Scotland’s rural areas with a focus on agriculture (as a key part of the food and drink supply chain), energy, tourism and rural services sectors. The aim of the programme is to assist Scottish rural business leaders to create additional wealth through leading effectively, team working, networking, influencing and by being ambitious. It does this by developing the capacity of individuals, building their confidence to lead, widening their boundaries, building industry and parliamentary trust, providing an awareness of rural economic and broader issues, and introducing individuals to the wider rural leadership network. It is anticipated that the contract will commence on the 9th of August 2022.

Renewal Options

Scottish Enterprise will have the option to extend the contract for a further period of 12-months at its sole discretion.

Any contract will be entered into with the nominated lead organisation and all members of the consortium, who will in these circumstances each be required to execute said contract together with all ancillary documentation, evidencing their joint and several liability in respect of the obligations and liabilities of the contract. It will be for members of the consortium to sort out their respective duties and liabilities amongst each other. For administrative purposes, any associated documentation will be sent to the nominated lead organisation. SPD Statement for 2C.1 - Where the main bidder relies on the capacities of other entities in order to meet the selection criteria, the bidder must provide a separate SPD response setting out the information required under SPD (Scotland): Part II (sections A and B); Part III exclusion grounds; the relevant part of Section IV selection criteria; and Part V (if applicable) for each of the entities concerned. SPD Statement for 2D.1.2 – If the bidder proposes to subcontract any part(s) of the service and those sub-contractors are not relied upon, they should arrange for a separate SPD response from each potential subcontractor. The subcontractors must complete the relevant parts of the SPD (Scotland) (Sections A and B of Part II and Part III only) to self-declare whether there are grounds for their exclusion. This may be requested at the selection stage or prior to the subcontractor commencing work on the contract. Human Trafficking and Exploitation - The following statements should only be included where relevant: If there are potential risks of human trafficking and exploitation in the delivery of the contract then this should be stated in the Contract Notice. Example statements are detailed below: Scottish Enterprise has included obligations within the contract conditions relating to ethical working conditions and labour standards, which are relevant to the products/services to be delivered. The contract/framework agreement supports Scottish Enterprise’s purpose which is ‘To focus Scottish Enterprise and public services on creating more, better jobs that nurture shared wealth and collective well-being, through increasing sustainable economic growth’. This Framework supports the following National Outcomes, and suppliers are expected to support Scottish Enterprise’s aim to achieve these.'
