Description

Supply of Electricity and Gas to public sector organisations with supporting ancillary services. Suppliers will be expected to provide a number of additional services including but not limited to flexible billing services, administration, query management and transparent pricing for the customer. Suppliers will also be expected to support Crown Commercial Services trading functionality by providing access to trading services, advisors, bespoke reporting and price to market options. The lotting structure of this framework will likely be two single supplier lots, one for electricity and one for gas. The electricity lot will also feature provisions for customers to receive PPA balancing and shaping services. Crown Commercial Service (CCS), as the Contracting Authority, intends to put in place a framework agreement for the supply of approximately 23 TWh of electricity and gas to meet requirements of 820 customers across c.73,000 meters managed via an aggregated, flexible, risk managed approach. The requirement covers all gas and electricity meters. Growth in customer numbers could cause a rise in demand. Conversely, any energy demand destruction/ efficiency initiatives could reduce the figure over the life of the relationship. Existing volumes will be expected to transfer in stages as supply delivery periods (under the existing arrangement) expire and therefore initial delivery volumes may be significantly lower. Provision of goods, works and services in addition to the provision of electricity and gas supplies may also be required. . The electricity lot will feature PPA balancing and shaping services. The gas lot will be more comparable to the current agreement.

The Cyber Essentials scheme is mandatory for Central Government Contracts which involve handling personal information and providing certain ICT products and services. The Government is taking steps to further reduce the levels of cyber security risk in its supply chain through the Cyber Essentials scheme. The scheme defines a set of controls which, when properly implemented, will provide organisations with basic protection from the most prevalent forms of threat coming from the internet. To participate in this procurement, bidders will be required to demonstrate that they are Cyber Essentials certified for the services under and in connection with the procurement. The bidder may be awarded a contract but shall not enter into any call off contracts with buyers until they are able to demonstrate to CCS that they meet the technical requirements prescribed by the Cyber Essentials Scheme for services under and in connection with this procurement. The services that arise from this framework will involve the supplier holding material that has been assigned a protective marking under the Government Security Classifications Scheme (April 2014) of OFFICIAL/SENSITIVE. Bidders will be required to implement their solution in accordance with the Framework Agreement Schedule, “Security Requirement and Plan”, to meet Framework Agreement requirements.
