2.2. The Framework Operator (DHCW) is seeking to establish a new multi-vendor Framework Agreement to enable NHS organisations to call off their requirements on a local basis via a “mini-competition” process. The Framework will consist of not less than two (2) suppliers (“Contractors”), subject to there being at least two (2) compliant submissions. The scope of the Framework Agreement is for the provision of Electronic Prescribing and Medicines Administration solutions, including the ongoing development, upgrade and maintenance of said solutions. Solutions available to NHS Wales users under this Framework Agreement must satisfy the following objectives: i. Provide auditable prescribing decision-making support ii. Record and monitor the issuance and administration of pharmaceuticals iii. Interface with local and national systems, not least Patient Administration and Pharmacy Stock Control

Digital Health and Care Wales (“DHCW”) has been tasked by Welsh Government (“WG”) to create an NHS Wales multi-vendor Framework Agreement for Electronic Prescribing and Medicines Management (“EPMA”) Services. The Framework Operator (DHCW) is seeking to establish a new multi-vendor Framework Agreement to enable NHS organisations to call off their requirements on a local basis via a “mini-competition” process.

Legal Justification
The Framework Operator is of the view that the nature of the subject matter of the Framework Agreement requires extended implementation and mobilisation periods for any Authorities using this Framework Agreement and the extended duration is required to give Authorities sufficient time to undertake these activities.

Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are: The Community Benefits and Social Value requirements to be delivered under this framework will be set out in Call Off Competition tender documents and evaluated in accordance with the criteria set out in them.
