Description
BEIS is looking for experts in their field with a strong network of contacts across their industry to act as alternate delegates for ten International Energy Agency (IEA) Technology Collaboration Programmes (TCPs).1 The TCPs are independent, international groups of experts set up by the IEA that enable governments and industries around the world to lead programmes and projects on a wide range of energy technologies and related issues. The UK is currently participating in 20 TCPs and BEIS would like to commission alternate delegates for ten of these TCPs to represent the UK industry alongside the primary (BEIS) delegate: Heat pumping technologies Hydrogen Solar heating and cooling User-centred energy systems Energy storage Geothermal District heating and cooling International Smart Grid Action Network Energy in Buildings and Communities Bioenergy
Total Quantity or Scope
The primary aims of this commission are to ensure: The activities of the TCPs are fully disseminated to their respective UK industries and researchers. The UK takes an active role in the participation, management and development of the TCPs and ensures their activities are beneficial for the UK. Join up activities across related TCPs to avoid duplication and maximise added value through joint working. The general tasks of the TCP alternate delegates are estimated to correspond to around 11 days. The types of tasks vary by TCP, depending on the annual activities, location of the meetings, and the number of new projects proposed each year. Some of these tasks will be shared with the BEIS primary delegate. The tasks below are the minimum requirement: Executive committee (ExCo): the AD should attend the full ExCos, which typically last 2-3 days twice a year. The AD should provide expert review on relevant TCP documents, and participate in relevant ad hoc workshops/meetings through the year. The AD should also prepare and research for the annual report, which involves gathering relevant national information on innovation and market developments in the TCP area. Participate in research tasks or annexes: These are programmes of work agreed by ExCos. This could involve producing or commissioning research, organising working groups, and attending meetings. As part of this procurement, the ADs for the Geothermal and ISGAN TCPs should take a leading role in ensuring the Programme of work is delivered for the Mine Water Energy and Flexibility Markets annexes respectively. UK National Team: For each TCP, a group of interested parties for that field are brought together to form a National Team. This group does not need to be formalised, but will provide active participation in the activities of the TCP, in particular research tasks or annexes. The AD should act as the primary liaison between the National Team and the TCP, and establish the Team if not in place already. Maintain regular contact with BEIS through the primary delegate, to ensure knowledge transfer and monitor outcomes of TCP participation. Additional information: This contract is divided into lots.
