Description

The Association of North East Councils Limited Trading As the North East Procurement Organisation (NEPO) seeks to establish a multi-Supplier, multi-Lot Framework Agreement to provide Support Services for the Development of the Built Environment. The resulting solution will facilitate the provision of skilled expertise & resources to assist Contracting Authorities in circumstances where they deem appropriate. These circumstances may include managing peaks in workload, occasions where the required skills are not available in-house, demonstration of best value, facilitating benchmarking, driving service improvement, additional innovation and efficiencies. It is NEPO's intention that the Framework Agreement will provide a compliant route to market for Contracting Authorities to appoint consultants for construction, civil engineering, highways and transportation. The appointments will be made under the following Terms & Conditions: JCT Consultancy Agreement (Public Sector) 2016 edition NEC3 - Professional Services Contract NEC3 - Professional Services Short Contract NEC4 - Professional Services Contract NEC4 - Professional Services Short Contract ACE Professional Services Agreement Advisory, Investigatory and other Services 2019 Edition ACE Professional Services Agreement 2017 This list is not exhaustive and other standard forms of contract are permissible including bespoke contracts of the Contracting Authority.

Lot Division

1 Multi Disciplinary - Construction
  • Duration: 6 year

NEPO are using an Open procedure for the procurement of this Framework Agreement for Support Services for the Development of the Built Environment. Lot 1 of the Framework Agreement will be awarded to a maximum of eight suppliers, and will provide for a lead organisation with an accompanying multi-disciplinary team for construction projects i.e., new build, refurbishment, or re-modelling. The team can consist of any disciplines required for the specific building/construction project which may include but not be limited to: • Architectural services • Mechanical & electrical services • Structural & building engineering • Project management • Cost consultancy/Quantity surveying • Planning • Sustainability • Urban design • Landscape design • Ecology and green infrastructure services • Planning • Fire engineering • BIM • Support and/or input into procurement processes and associated documentation • Site supervision/management (Clerk of Works) Tenderers will be evaluated in accordance with the award criteria contained within the invitation to tender documents. 2 Multi Disciplinary - Highways, Transportation and Civil Engineering

NEPO are using an Open procedure for the procurement of this Framework Agreement for Support Services for the Development of the Built Environment. Lot 2 of the Framework Agreement will be awarded to a maximum of eight suppliers, and will provide for a lead organisation with an accompanying multi-disciplinary highways, transportation / civil engineering team. NEPO are using an Open procedure for the procurement of this Framework Agreement for Support Services for the Development of the Built Environment. Lot 3 of the Framework Agreement will be awarded to a maximum of eight suppliers, and will provide for specialist architectural support services which may include but not be limited to: • New build, refurbishment, remodelling projects • Delivering RIBA Plan of Work Requirements • Appraisal • Briefing • Outline/detailed/final design proposals • Contract documentation and administration • Urban design • BIM • Heritage/conservation work • Design audit • Surveys (advice and/or provision) • BREEAM (advice and/or input) • Support and/or input into procurement processes and associated documentation • Master planning Where appointed as lead designer: • Developing/implementing delivery of design in line with the works package brief including coordination & management of all required sub-contractors. Lot 4 of the Framework Agreement will be awarded to a maximum of eight suppliers, and will provide for specialist flood/coastal/marine support services which may include but not be limited to: • Ad-hoc inspections and subsequent reports • Strategies/Studies • Project appraisal reports • Flood/Coastal modelling • Design services • Site supervision/Management (Clerk of Works) • Support and/or input into procurement processes and associated documentation • Marine structures i.e., piers Tenderers will be evaluated in accordance with the award criteria contained within the invitation to tender documents. NEPO are using an Open procedure for the procurement of this Framework Agreement for Support Services for the Development of the Built Environment. Lot 5 of the Framework Agreement will be awarded to a maximum of eight suppliers, and will provide for specialist mechanical & electrical engineering support services which may include but not be limited to: • New build, refurbishment, remodelling projects • Project feasibility and/or design • Design options based on initial brief i.e., outline design schematics, staging and programme advice, buildability, and maintenance issues • Surveys & Tests (advice and/or provision) • Sustainability (advice and/or provision) • Health & Safety advice associated with design • Support and/or input into procurement processes and associated documentation Where appointed as lead designer: • Developing/implementing delivery of design in line with the works package brief including the coordination and management of all required sub-contractors • Participating in the handover process Tenderers will be evaluated in accordance with the award criteria contained within the invitation to tender documents. NEPO are using an Open procedure for the procurement of this Framework Agreement for Support Services for the Development of the Built Environment. Lot 6 of the Framework Agreement will be awarded to a maximum of eight suppliers, and will provide for specialist planning/ development management support services which may include but not be limited to: • Processing planning applications, appeals and enforcement • Specialist input and advice to aid the planning process i.e., ecology, landscape, heritage • Planning policy support i.e., neighbourhood planning, policy development and specialist areas such as housing studies • Planning applications advice and preparation • Property legislation and building regulations • Planning strategy and delivery • Liaising with the Local Planning Authority Tenderers will be evaluated in accordance with the award criteria contained within the invitation to tender documents. NEPO are using an Open procedure for the procurement of this Framework Agreement for Support Services for the Development of the Built Environment. Lot 7 of the Framework Agreement will be awarded to a maximum of eight suppliers, and will provide for specialist project management support services to achieve project goals & objectives which may include but not be limited to: • Management of the client and contractor relationship • Managing the project constraints of scope, time, quality, and budget • Management of multidisciplinary teams/sub-consultants • Construction project & programme management • Project budget and programme • Coordinating advice and consents • Project management & advice • Project administration • Risk management • Design management • Contract administration • Procurement strategy & contract advice i.e., drafting / supporting / input into tender documents / processes • Evaluation of tenders • Risk & contingency management • Lifecycle costing • BIM Where appointed as Employers Agent: • Project Manager must capable and qualified to act as appointed Employers Agent in accordance with JCT/NEC when appointed as such, in addition to their Project Management role Tenderers will be evaluated in accordance with the award criteria contained within the invitation to tender documents. NEPO are using an Open procedure for the procurement of this Framework Agreement for Support Services for the Development of the Built Environment. Lot 8 of the Framework Agreement will be awarded to a maximum of eight suppliers, and will provide for specialist civil, structural, and building surveyor services which may include but not be limited to: • Structural design • Civil design • Drainage design • Contract Administration • Site management / supervision • Inspection / assessment of structures • Site management / supervision (Clerk of Works if required) • Structural reporting/surveys • Asset management • Party Wall and Right of Light matters • Support and/or input into procurement processes and/or grant bids and any associated documentation • Undertaking general building condition surveys • Prepare survey reports • Conservation and restoration advice Tenderers will be evaluated in accordance with the award criteria contained within the invitation to tender documents. 11 Retrofit Services
  • Duration: 5 year

NEPO are using an Open procedure for the procurement of this Framework Agreement for Support Services for the Development of the Built Environment. Lot 11 of the Framework Agreement will be awarded to a maximum of eight suppliers, and will provide for delivery of support services for retrofit requirements within the built environment including domestic and non-domestic properties/buildings. Services may include but not be limited to: • Low carbon retrofit advice, design, compliance, monitoring and verification services • Energy audits and stock evaluation and subsequent reports • Modelling services including BIM, Passive House Planning Package (PHPP), Quality Approved Energy Retrofit with Passive House Components (EnerPHit) • Design of energy efficiency measures and/or any measures required including ancillary works to support those measures • Guidance on innovative measures/technologies/systems • Support on applicable codes / standards / accreditation • Procurement & contract advice i.e., drafting/ supporting/input into tender documents/processes • Cost estimation of retrofit requirements • Monitoring compliance with appropriate standards including PAS2035 alongside deep retrofit design and post project evaluation • Verification and reporting of results Tenderers will be evaluated in accordance with the award criteria contained within the invitation to tender documents. NEPO are using an Open procedure for the procurement of this Framework Agreement for Support Services for the Development of the Built Environment. Lot 12 of the Framework Agreement will be awarded to a maximum of eight suppliers, and will provide for delivery of Principal Designer role as identified within Construction (Design and Management) (CDM) Regulations 2015 for notifiable and non-notifiable work. Lot 13 of the Framework Agreement will be awarded to a maximum of eight suppliers, and will provide for delivery of Clerk of Works services should these be required to be separately appointed.
