Description

The West Midlands Maternal Medicine Network are seeking to engage with suppliers interested in its upcoming requirement for a Digital Platform. The West Midlands Maternal Medicine Network is part of a nationwide development that aims to ensure women are treated and protected before during and after pregnancy with the right care – especially when they have pre-existing conditions/diseases that may impact their ability to conceive, carry and successfully deliver a healthy child. Implicit in the development of the network is the requirement to ensure that women have equal access to advice, guidance, treatment and support and are treated with dignity and care regardless of their circumstances. WM MMN (Maternal Medicine Network) covers the following key LMNS (Local Maternity & Neonatal System) areas: Birmingham & Solihull; Black Country and West Birmingham; Coventry and Warwickshire; Hereford & Worcester; Staffordshire & Stoke on Trent; Shropshire & Telford and Wrekin. These areas are further amalgamating into ICS’s during 22/23. Suppliers who are able to offer solutions relevant to this requirement are invited to express an interest and respond to a market engagement questionnaire. Total Quantity or Scope

The West Midlands Maternal Medicine Network requires a digital platform to provide the following key elements to the network: • Advice and guidance to practitioners across the West Midlands on how best to support and treat women with a range of pre-existing conditions/diseases as well as symptoms and conditions arising during pregnancy that may not be related to the pregnancy per se. Advice and guidance is required for all stages of pregnancy including pre-pregnancy counselling. • Clear pathways for practitioners to follow to obtain the right information, advice, guidance and support – including access to MDTs and to ensure women are referred in a timely manner where needed. • Access to education resources enabling practitioners to improve their knowledge and understanding of the diseases and conditions they may come across in their practice and to also be confident to refer when a patient’s needs are beyond their competency. • The site must be available to all practitioners across the West Midlands – supporting women at the right time, in the right place and with the dignity and respect that they have a right to expect – regardless of their circumstances. In addition, the network must ensure that women are given clear opportunity to manage their pregnancy as and where they wish. • A ‘restricted’ area where patient identifiable data (PID) can be safely stored and used by those who have a reason to access them. The restricted area will provide the management of the multi-disciplinary team (MDT) reviews of patients and needs to be available to all West Midlands practitioners who engage in MDTs regardless of which Trust/Hospital they belong to. This area also needs to work with existing patient data systems – i.e. so that information does not have to be entered twice. • An ability to obtain translations where appropriate to assist a woman for whom English is not the first language. • Minimal clicks to appropriate information – including ability to link with external sources of information, advice and guidance for practitioners. A ‘SharePoint’ site has been developed internally, that provides some (but not all) of the elements listed above. It is available to those who have an ‘nhs.net’ email – however it cannot (currently) be shared with anyone who uses any other nhs email accounts. It is not possible to persuade all practitioners to obtain an nhs.net email account and trusts are in some cases, reluctant to support nhs.net or give access to sites outside their own remit/control. The system implemented long term needs to be available to all clinicians across the West Midlands and be easy to access and engage with. It will need a link from each trust/hospital intranet so that it is easy to find. It will need to offer a secure section where patient identifiable data can be accessed, stored and shared within NHS governance rules. The Supplier should also mention potential routes to market, particularly where the offerings would be available via existing public sector framework agreements. This exercise is intended to provide potential bidders with the opportunity to review the Authority's Briefing Document and to provide information regarding the services they can offer that could meet these outline requirements. This builds on the Authority's commitment to engage with the market, by sharing information and seeking input from the market to enable us to develop the final specification and determine the appropriate route to market in a fair and transparent manner.
