Upgrading Magnetoencephalography (MEG) System with Internal Helium Recycler (IHR)
Total Quantity or Scope
Currently the Northern Ireland Functional Brain Mapping (NIFBM) facility located at the Intelligent Systems Research Centre (ISRC) in MS building of Magee campus, has the Neuromag Triux MEG system, which is a CE-certified proprietary medical device of MEGIN OY. In order to be able to continue with clinical works, the upgraded MEG system with Helium in close-cycle, must also be medical grade. The MEGIN’s Internal Helium Recycler (IHR) upgrade is the only Helium recycler technology capable of offering zero-loss Helium recycling and integrate fully with the medical grade Triux MEG system.

Legal Justification
It is the intension of the University of Ulster to award this procurement, upgrading Magnetoencephalography (MEG) System with Internal Helium Recycler (IHR) to Megin Oy. This however is subject to funding approval, 100% funding from the UK Medical Research Council in November 2022 is anticipated. The University will not receive formal confirmation that their application for this award has been successful until 1st November 2022. The conditions on this funding award stipulates that the award funding must be spent by 31st March 2023. As this spend is above threshold and is to be awarded via a direct award the University are issuing this VEAT Notice to the marketplace in August 2022 to ensure transparency on this potential expenditure. If the University waited until November timeframe to do this VEAT notice they could not place the Order for this equipment until the standstill period associated with the VEAT regulations had expired. This delay would cause issues as this would conflict with the lead time required by the manufacturer for placement of Purchase Order and delivery of equipment by the deadline of 31st March 2023.

** PREVIEW NOTICE, please check Find a Tender for full details. ** The University shall instruct a mandatory 10 days standstill period commencing on 29-July-2022 (this will be the date after the VEAT notice is published) ending at midnight on 08-August-2022 and will not enter into a contract until after this standstill period finishes.
