Description
Procure Plus are a value focused, not for profit company that specialises in the procurement of goods and services related to both the new build, repair, and maintenance of social housing. Originally focussed in the Northwest, Procure Plus are now extending their offer with the aim of delivering a service across the UK. Procure Plus wishes to procure and enter into a framework agreement with a mix of independent fleet management and lease management organisations for fleet management services. The framework agreement will include the arrangement of vehicle leasing, contract hire, short term hire, outright purchase from a range of manufacturers including but not limited to petrol, diesel, electric and hybrid vehicles. The framework agreement will also include the provision of telematics, tracking, racking, fuel management, livery, other modifications and all or any associated goods and services, either to vehicles procured through the fleet management service or elsewhere, to provide a comprehensive vehicle management solution predominantly for social housing providers. Customers of this framework agreement will typically (but not exclusively) procure fleets that range in size from 3 vehicles to 400 vehicles.

Legal Justification
Justification is made on the grounds that the length of the underlying contracts awarded under this framework agreement will typically exceed a term of four years. Procure Plus is also expanding the number of companies that will be appointed to the framework agreement when compared to previous procurements undertaken for fleet management. Procure Plus therefore wishes to ensure that the appointed service providers are each afforded ample opportunity to compete for and secure underlying contracts under the framework agreement during the term so that they may recover their initial investment in participating in the procurement. Procure Plus believes that a framework term of eight years will provide the basis to do this.

** PREVIEW NOTICE, please check Find a Tender for full details. ** Individual contracting authorities and organisations entitled to access the framework agreement will have the option to agree and award contracts to the appointed service providers at any point during the term of the framework agreement. Such contracting authorities and organisations are as follows: Any customer of Procure Plus from time to time, which may include: any social housing provider in the United Kingdom from time to time. 'Social Housing Provider' for this purpose means any provider of social housing and includes, without limitation, registered providers, local authorities, and arm's length management organisations (ALMOs); any local authority; any combined authority or associated body; any police, fire or rescue authority; any transport authority; any NHS trust or body, or other health authority; any waste disposal authority; any university, school, free school, college or academy; any other contracting authority (as defined in the Public Contracts Regulations 2015) that does not fall within any of the aforementioned categories; and any entity or joint venture company that any of the aforementioned contracting authorities and organisations holds an interest in from time to time. A number of contracts called off under the framework agreement may be completed using funding received via the European Union including but not limited to the European Regional Development Fund. Procure Plus reserves the right to cancel the procurement at any time and not to proceed with all or part of the Framework Agreement. Procure Plus will not, under any circumstances, reimburse any expense incurred by applicants in preparing their tender submissions or in participating in this procurement process.
