Description

The DNWP will be the successor of the existing Decommissioning Delivery Partnership (DDP) which is a 10 (5+5) year arrangement due to end in March 2026. The DNWP multi partner framework has an estimate value of £3bn over a 15 year (9+6) duration. The scope for this procurement covers the full suite of construction, demolition related works, associated technical services (including safety case and design) and waste management required to deliver decommissioning tasks and projects. These works will be deployed across nuclear facilities on the Sellafield site that are in operations, post-operation clean out (POCO), decommissioning or demolition stages of the asset lifecycle.

Lot Division

1 Remediation

Scope requirements for Lot 1 include: Remediation spanning the decommissioning of redundant facilities and managing land quality ahead of beneficial reuse. The remediation of the site towards the agreed end state requires each facility, once operations cease, to be systematically decontaminated and decommissioned, with all waste being responsibly managed. Additional information: There will be 2 partners aligned to the Remediation Lot 1. The estimate value range for Lot 1 is £1.2bn - £1.4bn.

2 Retrievals

Scope requirements for Lot 2 include: Empty legacy ponds and silos (LP&S), the structural integrity of the 4 LP&S facilities must be safely maintained during the multi-decadal retrieval operations to prevent a significant uncontrolled release into the environment. Additional information: There will be 2 Partners aligned to the Retrievals Lot 2. The estimate total value for Lot 2 is £1.4bn

3 Waste Characterisation

Scope requirements for Lot 3 includes: To incorporate nuclear waste management and associated technical services across the enterprise. This will include support in the design and deployment of effective processes and technologies that optimise end-to-end value in waste management across the enterprise. It will only cover waste management support on the Sellafield site, though the service provider will be expected to closely collaborate with Nuclear Waste Services (NWS), an NDA group subsidiary. Additional information: There will be 1 Partner aligned to the Waste Characterisation Lot 3. The estimate total value for Lot 3 is £0.5bn

The information set out in this PIN reflects Sellafield’s current intentions in respect of the lot strategy, but does remain subject to further revision (including to reflect market feedback in due course). It is intended for market engagement to take place following this PIN through to mid 2023, which will include an industry event in Q2/Q3 2023. All information presented during the industry event will also be available to download from CTM/ATAMIS. Sellafield Ltd plan to commence the competition phase of the DNWP procurement in mid 2023. Sellafield Ltd encourages open fair and transparent procurement and any decision by a potential supplier to participate in the pre-market engagement will have no impact or reflect on any subsequent supplier selection or the tender evaluation process.
