Description

Havering Council is looking to commission Care & Well-being services at Dreywood Court, Paines Brook Court & St Ethelburga Court Extra Care Schemes. This is not an invitation to tender. The service will deliver outcome focused Care & Well-being Support service for residents of Havering living in the three Extra Care housing schemes; 1) Paines Brook Court, Harold Hill, 2) St Ethelburga Court, Harold Wood 3) Dreywood Court, Gidea Park. This contract falls under the Care Act 2014. An extra care housing scheme is a group of flats built on the same site, providing specialised accommodation with care and support services on hand 24 hours a day. Most of the supply in Havering is rented accommodation but there are some opportunities for shared ownership, and this is the case at Dreywood Court and Paines Brook Court with flats available on a shared ownership basis . It is intended the opportunity will be published in late September 2022 with a contract start date of April 2023. This procurement will be conducted in accordance with the Public Contracts Regulations 2015 and subject to the light-touch regime under Section 7 Social and Other Specific Services. Under Regulation 76 the Council is free to establish a procedure, provided that procedure is sufficient to ensure compliance with the principles of transparency and equal treatment of economic operators (service providers). The Council intends to hold a Market Engagement Event in September 2022 to share the upcoming plans for this procurement. Further details including how to register for the event will be published in a subsequent Prior Information Notice.

Other Information

It is intended the service will be procured this financial year with a contract start date of April 2023. The Council is considering a three year contract with an extension of up to two years. Following internal governance processes we anticipate that the opportunity will be published in late September 2022 through the Council's new e-Tendering System called Oracle Fusion. The tendering exercise will be undertaken using the electronic tendering system 'Oracle Fusion' (https://elfy.fa.em3.oraclecloud.com/fscmUI/faces/PrcPosRegisterSupplier?prcBuId=...). Suppliers will need to register on the system in order to express their interest in the tender and participate in the competitive exercise. Please note registration is free.
