Description
Three separate procurement exercises were undertaken by NGUK Ltd for Hard FM services, Soft FM services, and property management services and the contracts were entered into during 2016 to 31 March 2023 and 31 May 2023.
Total Quantity or Scope
Following fully regulated procurement processes conducted under the Utilities Contracts Regulations 2016, the contract for Hard FM services was awarded to CBRE, the Soft FM services contract was awarded to Compass Contract Services (UK) Limited, and the land and property management and account management contract was awarded to Dalcour Maclaren to provide these essential services to National Grid's offices, estates, and assets. NGUK intends to award a limited contract extension to CBRE for the period 31 May 2023 to 21 September 2023. NGUK intends to award a limited contract extension to Compass Contract Services (UK) Limited for the period 31 March 2023 to 21 September 2023. NGUK intends to award a limited contract extension to Dalcour Maclaren for the period 31 March 2023 to 21 September 2023.

Legal Justification
The purposes of this VEAT notice is to inform and provide prior notice to the market that National Grid UK Limited (NGUK Ltd) intends to extend its current contracts listed above for a limited period of time to allow the services to continue whilst a new replacement framework agreement covering all of the above services is publicly procured on the open market. The contracts will be extended in accordance with Regulation 50(c)(ii) of the Utilities Contracts Regulations 2016 on the grounds that competition is absent for technical reasons. As above, the contracts are being extended for a limited period of time of between four to six months to bridge the gap until the regulated procurement exercise for the award of a framework agreement covering these services can be awarded. Due to unforeseen difficulties and delays in the current procurement exercise, National Grid will not be in a position to conclude the Framework until September 2023. It is therefore essential that the contracts are extended with the current providers for this limited period to ensure continuity in service delivery before transitioning into the new framework arrangement. Due to the limited duration of the extension period, no other suppliers have the technical capability to provide the relevant services during the short nature of the extension.
