Description
National Museums Liverpool (NML) is seeking to appoint a Construction Multi-Disciplinary Professional Services Team, who can provide External Project Manager services, Quantity Surveyor services, BIM Manager services and CDM Advisor services to transform the International Slavery Museum and Maritime Museum. The appointed Professional Services Team will be required to work with NML’s internal Project delivery team, external Architectural Design Team, external Exhibition Design Team and NML’s external stakeholders and community groups to develop and deliver the project through RIBA Stages 2 - 7.
Total Quantity or Scope
National Museums Liverpool (NML) is seeking to appoint a Construction Multi-Disciplinary Professional Services Team who can provide External Project Manager services, Quantity Surveyor services, BIM Manager services and CDM Advisor services, to transform the International Slavery Museum (ISM) and Maritime Museum (MM).Our ambition is to create a new venue of the Martin Luther King Jr and Hartley Pavilion buildings and the two museums they house, that allows both to flourish and achieve NML’s vision for them. This transformation will be led by our communities in a co-production approach that will define how we develop our vision. We will do this through refurbishing and developing the MLK as a dedicated space for the International Slavery Museum and its communities with a link-bridge into re-interpreted galleries within the Hartley Pavilion. Alongside this, we will re-interpret the Maritime Museum, which is also housed in the Hartley Pavilion and ensure it achieves its vision as one of the key museums in NML, and create a new, open and more accessible venue for commercial purposes. The appointed Professional Services Team will be required to work with NML’s internal Project delivery team, external Architectural Design Team, external Exhibition Design Team and NML’s external stakeholders and community groups to develop and deliver the project through RIBA Stages 2 - 7 as detailed in the Scope of Services (Documents 1.3.1, 1.3.2, 1.3.3 and 1.3.4); Project Brief (Document 1.2) and accompanying procurement documents. Additional information: Currently the scope of this project is funded by The National Lottery Heritage Fund. Further funding applications are being sought and details are provided in the procurement documents. Accordingly, various elements of this project may be funded by external funders upon additional funding being secured.
Renewal Options
This contract is estimated to be awarded until mid-July 2023 (Development Phase RIBA Stages 2-3), with the potential to be extended to Autumn/Winter 2026 (Delivery Phase RIBA Stages 4-7). Please note this is subject to funding and is dependent on NML securing full grant funding for the project as detailed in Document 1.2 Project Brief.. Actual contract term and values are therefore estimated.

** PREVIEW NOTICE, please check Find a Tender for full details. ** Currently, the project has secured Round 1 (Development Phase) funding from The National Lottery Heritage Fund’s Heritage Horizon Programme for ISM/MM transformation project, which will allow NML to develop the project through stages RIBA 2 and 3. The Grant Expiry date, for the Development Phase is 20 July 2023. The date by which the application needs to be submitted has not been released yet for 2023. In addition to this funding support, funding applications have been made to several key funders such as DCMS, Liverpool City Region and other funding trusts and foundations and philanthropic bodies. Accordingly, elements of this project may be funded by external funders upon additional funding being secured. The total cost of the capital project, including all elements such as direct works by NML, the exhibition development, and the enabling and main build, is up to an anticipated £58.4m GBP (excluding VAT). The total value of this contract for all stages RIBA 2 - 7, which will form a part of this total cost, and will comprise the totals fees for the Professional Services Team, is estimated to range between £735,000 - £810,000 GBP excluding VAT; (or £882,000 to £972,000 GBP including VAT). This contract is estimated to be awarded until mid-July 2023 (Development Phase RIBA Stages 2-3), with the potential to be extended to Autumn/Winter 2026 (Delivery Phase RIBA Stages 4-7).
