Description

This is a Prior Information Notice (PIN) to inform the market of an upcoming procurement. The procurement itself is not as yet ‘live’. The deadline for logging your expression of interest and posting feedback/comment on the proposed service specification is 12:00 noon on Monday 26th September 2022. NHS South-East London Integrated Care Board (NHS SEL ICB) currently commissions one Urgent Treatment Centre (UTC) in the Greenwich area which is co-located within the Emergency Department (ED) at the Queen Elizabeth Hospital (QEH), Woolwich, London SE18. The Procurement and Contracting Hub (PCH), hosted by NHS North-East London Integrated Care Board, is managing this market engagement exercise on behalf of NHS SEL ICB (‘The Authority’). This contract is due to expire on 31st March 2023 and the ICB's current intention is to launch a procurement by end of September / early October 2022 to re-procure the contract with a service start date of 1st April 2023. It is expected that the contract will be procured with a term of no less than 7 years (3 years, with an option to extend for 2 years and a further option to extend for additional 2 years) and based on the NHS Standard Contract terms and conditions. The indicative value for the total proposed contract is £ 5,588,767 per annum (£39,121,369 over 7 years). Please note: the contract start date, contract value figures and contract durations quoted in this PIN are indicative only and are subject to amendment by the ICB.

Total Quantity or Scope

The ICB is continuing to develop and test its draft model of urgent care requirements and wishes to invite potentially interested providers of urgent treatment centre services to help test aspects of the new service requirements and provide feedback on the proposed draft service specification, published together with this PIN. Interested providers may wish to register their interest in the procurement via ProContract, the PCH tender portal so as to ensure that, as and when further information is shared by the ICB, they receive a notification of any new information published on the tender portal, related to this future procurement. Interested parties are able to register an account on the ProContract portal (link here: https://procontract.due-north.com/Procurer/Advert/AdvertSummary?projectId=9c5361...) and, once registered and logged in, you must express an interest in the specific PIN/project and access the draft service specification and provide feedback, via the messaging facility on the portal. The deadline for logging your expression of interest and posting feedback/comment on the proposed service specification is 12:00 noon on Monday 26th September 2022. Potential responders will not be prejudiced in any future procurement processes by either responding or not responding to this PIN. A Contract Notice will be published end of September /early October 2022 on the proposed service and the procurement where responses and expressions of interests will be required. The services to which this advert relates fall within Schedule 3 of the Public Contracts Regulations 2015 (the Regulations) and the "Light Touch Regime" (LTR) governing the procurement of Health, Social, Education and Other service contracts. Neither the reference to the "Open Procedure", "ITT", "SQ", the use of the term "Tender process", nor any other indication shall be taken to mean that The Authority intends to hold itself bound to any of the Regulations, save those applicable to LTR provisions. Information relating to this procurement is provided in good faith and may be subject to amendment by The Authority.
