Description
NHS England Health & Justice South West are seeking a suitable provider to carry out Health Needs Assessments (HNAs) for the commissioning of Health provision into five Liaison and Diversion services and hosted Reconnect Services. It is also expected that the provider will produce a consolidated regional report. The requirement is for five full Liaison and Diversion Health Needs Assessments for the following services: • Avon & Somerset Liaison and Diversion Service, to include Reconnect services at HMP Bristol and HMP Eastwood Park • Devon & Cornwall Liaison and Diversion Service, to include Reconnect services at HMP Channings Wood and HMP Exeter • Dorset Liaison and Diversion Service • Gloucestershire Liaison and Diversion Service • Wiltshire Liaison and Diversion Service A single contract will be let to deliver the five Health Needs Assessments and one consolidated regional report, with a maximum total contract value of £129,000. The HNAs will be undertaken over a period of 20 weeks with the aim to commence in December 2022. This procurement is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioners.
Total Quantity or Scope
The purpose of the Health Needs Assessments are: • To facilitate the understanding of health needs/vulnerabilities of service users of the five South West Liaison and Diversion Services and the hosted Reconnect Services (for the areas applicable) • To identify current service delivery models and gaps in service provision and make clear recommendations for commissioners • Make distinction between adults and young people • Identity and make clear distinction to additional hosted services • To support commissioners to prioritise resources • To assist decision makers in the maintaining, planning and future improvement of services which address need, efficiency and effectiveness • To identify the changing demographics of the local population • To identify equity and inequity duties of NHS England The purpose of the Consolidated Regional report is: • To summarise key findings, recommendations and themes from all five HNAs and to incorporate reviews/findings (already undertaken), of South West criminal justice services that fall outside of L&D and Reconnect, specifically, Court Healthcare and MHTRs • To facilitate a better understanding of the need and likely demand for integrated Non-custodial services • To support commissioners to prioritise resources • To assist decision makers in the maintaining, planning and future improvement of services which address need, efficiency and effectiveness A single contract will be let to deliver the above requirements, with a maximum total contract value of £129,000. The HNAs will be undertaken over a period of 20 weeks, with the aim to commence in December 2022. The services are deemed to be subject to the full regime of current EU procurement legislation and as such this tender will be conducted in accordance with, and governed by, the Public Contracts Regulations 2015. This contract will therefore be awarded in accordance with the provisions applicable in Section 5 (sub-section 7) of the Public Contracts Regulations 2015. The contracting authority intends to observe the provisions and 10 day standstill period described in the Public Contracts Regulations 2015.
